A new joint report issued by two international arms monitoring groups confirms that the Pentagon continues to send record amounts of weapons to Syria and that the Department of Defense is erasing its own paper trail.
On Tuesday, the Organized Crime and Corruption Reports Project (OCCRP) and the Balkan Research Reports Network (BIRN) published conclusive evidence that not only is the Pentagon involved in sending up to 2.2 billion dollars in arms through a grim network of private distributors to its partner allies partners in Syria - mostly former Soviet weapons - but also manipulating papers as end-user certificates, presumably to hide US involvement.
The OCCRP and BIRN published internal archives of US defense procurement after extensive research that found that the Pentagon is running a massive arms trafficking network that originates in the Balkans and the Caucasus and ends in Syria and Iraq.
The program is ostensibly part of the US training, equipment and assistance campaign of the Syrian Democratic Forces (SDF, a coalition of YPG / J groups and Arab FSAs operating mainly in eastern Syria). Arms transfers are huge and the program seems to have been running for years. According to Foreign Policy (FP) on this report:
The Department of Defense has budgeted $ 584 million specifically for this Syrian operation for the financial years 2017 and 2018, and has allocated another $ 900 million to Soviet ammunition until 2022.
The total, 2.2 billion, is likely to underestimate the flow of arms to Syrian rebels in the coming years.
According to the report, many of the arms suppliers, mainly in Eastern Europe, but also in the former Soviet republics, including Kazakhstan, Georgia and Ukraine, have links to organized crime throughout Eastern Europe and irregular trade registers.
The huge amount of material needed for the Pentagon program - an ammunition factory announced that it planned to hire 1,000 new employees by 2016 to help meet the demand - has pushed suppliers to the limit, forcing the Department of Defense to relax the standards on materials willing to accept.
Organized crime organizations are likely to be the reason the Pentagon has tried to alter its records.
In addition, the large volume of weaponry that continues to send to the Syrian battlefield and other parts of the Middle East helps the inevitable proliferation of undesirable terrorist groups - a phenomenon that has already been thoroughly documented in connection with the now closed CIA program for to overthrow the Syrian government.
Partnerships and alliances between some of the former Arab FSA groups that the DoD continues to support in the north and east are still fluid, meaning that arms supplied by the United States will continue to pass between the groups without accountability where they end.
One of the authors of the OCCRP / BIRN report, Ivan Angelovski, told Foreign Policy that, "The Pentagon is eliminating any evidence in its procurement records that weapons actually go to the Syrian opposition."
The report is based on internal US government reports. which reveal that the destination locations of arms shipments have been deleted from the original documents.

"Seven US government procurement documents were modified to remove the reference to 'Syria' after reporters contacted the Pentagon to ask whether the exporting countries - Bulgaria, Romania, Serbia, Ukraine and Georgia - had been informed of the fate" .
FP also reports that the Pentagon's program "seems to be turbocharging a gloomy world of arms traffickers from Eastern Europe," adding that "the Pentagon is eliminating documentary evidence about who will use weapons, potentially weakening one of the bulwarks of international protocols against illicit arms trafficking. "
About the Map / Infographics produced as part of the OCCRP / BIRN report, confirmed by Foreign Policy magazine. Note that the map shows that the previous CIA weapons went directly to Idlib province (northwest, green section) and to the Golan (south) border region. Both areas were and are still occupied by al-Qaeda (in Idlib, Hay'at Tahrir al-Sham of AQ). In Idlib specifically, analysts have confirmed the genocidal cleansing of religious minorities led by "rebels" AQ directly assisted by CIA weapons.
