El Partido Popular modifica por vía de urgencia la Ley del Suelo de Madrid para sortear una sentencia judicial

La modificación que se propone tiene por objeto tapar una decisión irregular, tomada en 2014, por el Ayuntamiento de Madrid.



El Grupo Parlamentario Popular en la Asamblea de Madrid ha presentado una proposición de ley para modificar nuevamente la Ley del Suelo. Otra vez, se trata de usar el parlamento para sortear una sentencia judicial y legislar a favor de un interés particular. La proposición que se tramita de urgencia y sin posibilidad de presentar enmiendas, se aprobará previsiblemente en el pleno del 12 de abril, con el apoyo del Grupo Parlamentario Ciudadanos. Ecologistas en Acción y la Federación Regional de Asociaciones Vecinales de Madrid muestran su preocupación por las consecuencias que tendrá el cambio normativo en los nuevos barrios y lamentan que se siga excluyendo a la ciudadanía de la toma de decisiones que afectan a su ciudad.
El pasado 14 de marzo, el Grupo Parlamentario Popular en la Asamblea de Madrid registró una proposición de ley para cambiar los artículos 99 y 135 de la vigente Ley 9/2001 del Suelo. El trámite elegido ha sido el de lectura única (imposibilita la presentación de enmiendas) y urgencia. Es decir, el texto propuesto se lleva al Parlamento sin la intención de consensuar, el único objetivo es tener, cuanto antes, el cambio legislativo. El Grupo Popular cuenta con el apoyo del Grupo Ciudadanos. De hecho, el trámite de lectura única y urgencia, se ha aprobado gracias al voto de Ciudadanos en la Mesa de la Asamblea.
El Tribunal Superior de Justicia de Madrid (TSJM), mediante sentencia de 8 de marzo de 2017, ha anulado varias licencias de primera ocupación (necesaria para habitar las viviendas) concedidas por el Ayuntamiento de Madrid, en 2014, cuando gobernaba el Partido Popular. En concreto son las licencias de las fincas situadas en la avenida Secundino Zuazo nº 86 a 92 y en la calle Josefina Aldecoa nº 25, dentro del ámbito denominado APE 16.11 Ciudad Aeroportuaria. Parque de Valdebebas, al norte de la ciudad.
El Tribunal concluye que las licencias no se ajustan a derecho porque el ámbito en el que se integran las viviendas, la APE 16.11, no está urbanizado en su totalidad. Es decir carece de los servicios básicos como calles, aceras, alumbrado, abastecimiento de agua, alcantarillado, etc.
La Federación Regional de Asociaciones Vecinales de Madrid y Ecologistas en Acción consideran que el fallo judicial está cargado de razón porque la exigencia de que esté finalizada toda la urbanización es lógica, pues de lo contrario los nuevos barrios se harían a retazos incompletos con la consecuente carencia de servicios e inseguridad para sus habitantes.
La vigente Ley 9/2001 del Suelo, permite que los ámbitos denominados unidades de ejecución se edifiquen y urbanicen simultáneamente y por etapas. Es decir que a medida que se construyen las calles se pueda ir edificando, pero no permite que se autorice la ocupación y utilización, en tanto no se finalice la urbanización del ámbito completo, no sólo de la etapa correspondiente. En los casos anulados por el TSJM, los promotores conocían esta limitación, de hecho fue un compromiso que adquirieron y firmaron con el Ayuntamiento de Madrid antes de empezar las obras. Esos promotores y la corporación madrileña de 2014 incumplieron manifiestamente la Ley del Suelo cuando concedieron las licencias de primera ocupación.
Ahora, la modificación de la Ley del Suelo propuesta por el Partido Popular y apoyada por Ciudadanos permite ocupar y utilizar esos retazos de barrios sin que esté finalizada la urbanización de todo el ámbito. Se está legislando, otra vez, para resolver cuestiones que afectan a particulares muy concretos, contraviniendo el principio jurídico de legislar para establecer normas generales, no para responder a casos excepcionales y singulares.
Esta modificación se produce paralelamente a la tramitación del proyecto de Ley de Urbanismo y Suelo, una polémica norma que sólo cuenta con el apoyo de los Grupos Popular y Ciudadanos. Está previsto que la nueva Ley sea aprobada antes del verano. Por ello, si la nueva Ley del Suelo, pactada con Ciudadanos ya incorpora los cambios que se introducen en la modificación propuesta, sólo cabe concluir que la pretensión es acelerar un cambio normativo para puentear un fallo judicial y legalizar unas licencias de primera ocupación concedidas irregularmente.
Lamentablemente existen demasiados precedentes, el más reciente en 2015, cuando el Grupo Ciudadanos, en esa ocasión con el apoyo del Grupo Popular, aprobaron otra modificación de la Ley 9/2001 del SueloVentana nueva para eludir las sentencias que pesaban sobre la Operación Chamartín y la Operación Mahou-Calderón. Durante las legislaturas, con mayoría absoluta del Parido Popular, en los gobiernos de Esperanza Aguirre e Ignacio González, la vía de la modificación de la Ley del Suelo a medida para sortear problemas particulares, se produjo hasta en trece ocasiones.
Ecologistas en Acción y la Federación Regional de Asociaciones Vecinales de Madrid y lamentan que se excluya del debate y de la política urbanística a quienes la sufren a diario, la ciudadanía.

Siete puntos de fricción en el informe de los expertos en Transición Energética

“Un país que va a sufrir enormemente las consecuencias del cambio climático debería ser ambicioso en la lucha contra el cambio climático”, argumenta la experta Marta Victoria Pérez.



Este lunes, el Ministerio de Energía, Turismo y Medio Rural publicó el informe del Comité de Expertos sobre Transición Energética. En el documento, los 14 miembros (todos hombres) elegidos por gobierno, oposición, sindicatos y patronal esbozan una serie de escenarios de modelo energético tanto para 2030 como para 2050, tratando de encontrar estrategias que permitan cumplir los compromisos de reducción de emisiones adquiridos por España.
El informe, de unas 500 páginas, ha sido recibido con poco entusiasmo en general. Varios puntos han centrado la mayor parte de las críticas.
1. Aprobación no unánime: Lo primero a reseñar es que el consenso no ha sido total. Tres de los 14 miembros de la Comisión se han abstenido, mientras que los otros 11 han votado a favor. Las abstenciones han correspondido a Cristóbal Gallego (propuesto por Podemos), Josep Sala (propuesto por ERC) y Jorge Aragón (propuesto por CCOO). Estos tres miembros han emitido votos particulares criticando algunas de las partes del informe.
2. Carbón: El informe considera, en la mayoría de los escenarios, la reducción casi total del carbón en el mix energético para 2030, aunque no recomienda el cierre de las centrales térmicas. Esta reducción se conseguiría fijando un precio mínimo para las tasas sobre las emisiones de CO2, tasas que ya existen. Al ser el carbón el combustible fósil que más produce, se espera que esta tasa favorezca a otras fuentes de energía, en particular al gas. Sin embargo, tal y como señalan varios de los votos particulares del informe, no se especifica cuál sería este precio mínimo.
Si no llega al umbral de 33 € por tonelada de CO2 (ahora mismo la tasa está alrededor de 7 €/tonelada), el peso del carbón no se vería reducido, según denunció Marta Victoria Pérez, cofundadora del Observatorio Crítico de la Energía, en una conversación con La Marea.
3. Gas: El espacio dejado por el carbón sería ocupado por el gas natural. No obstante, este combustible sólo sería importante a corto plazo (2030), ya que para 2050 se plantea su declive y su sustitución por fuentes renovables. Esto ha levantado suspicacias, ya que las infraestructuras gasistas necesarias para cumplir el primer escenario podrían convertirse en activos varados tan solo dos décadas más tarde.
4. Nuclear: La energía nuclear adquiere un papel central en los escenarios base del informe. Según el mismo, eliminar la generación de energía a partir de esta fuente provocaría una menor reducción de emisiones y un aumento del precio de la energía. Para ello, en algunos escenarios, el informe considera la extensión de la vida útil de las centrales nucleares.
Este ha sido uno de los puntos criticados por los grupos ecologistas. Javier Andaluz, responsable de energía y clima de Ecologistas en Acción, afirmó en una nota enviada a los medios que el documento no contempla “las cuestiones sobre seguridad, emisiones y costes de todo el ciclo nuclear”. En la misma línea se ha pronunciado el diputado por EQUO, Juantxo López de Uralde, que  en una columna en Público.es  , ha criticado que se haga elegir a la población entre “la catástrofe climática o la nuclear”.
5. Renovables: Las renovables se erigen como fundamentales para conseguir el objetivo de descarbonizar la economía. Las dos fuentes que han recibido más atención en el informe han sido la fotovoltaica y, en menor medida, la eólica. El escenario base para 2030 plantea la implantación de un 27% de renovables en el mix, de acuerdo con la posición negociadora del Consejo Europeo de la Energía (que ya fue criticado por su falta de ambición y que no es una meta definitiva). El informe indica, además, que será “complicado” alcanzar esa proporción.
“Es posible alcanzar este objetivo, y objetivos superiores. Esperaba que este informe presentara escenarios con objetivos mayores”, afirmó Marta Victoria Pérez.  “Además, un país que va a sufrir enormemente las consecuencias del cambio climático debería ser ambicioso en la lucha contra el cambio climático”, añadió.
Además, el autoconsumo y la descentralización de la generación se contempla como pieza clave en la implantación de estas energías. No obstante, según indica el voto particular de Cristóbal Gallego, “no se proporcionan soluciones concretas para el corto plazo a determinadas barreras que impiden actualmente su desarrollo”. En otras palabras, se critica el “impuesto al sol”, pero no se establecen estrategias para su eliminación.
6. Impuestos: Muchas de las medidas recomendadas en el informe se introducirían mediante reformas fiscales, lo que supondría varios nuevos impuestos. Además de las tasas sobre emisiones se gravarían combustibles como el diésel (casi un 29%), lo cual ha sido rechazado frontalmente por la Federación de Asociaciones de Transportistas (Fenadismer), en una  nota de prensa publicada hoy.
7. Interconexiones: Uno de los puntos más criticados por los votos particulares críticos ha sido el de la falta de claridad en cuanto a las interconexiones eléctricas con la Unión Europea. Según Cristóbal Gallego, estas han recibido un tratamiento positivo por parte del informe, pero en las simulaciones realizadas por los expertos se demostraba que las mismas “dificultan el logro de los objetivos ambientales y encarecen la energía”.
Para Pérez, esta sería una de las claves más importantes, al contradecir el discurso no sólo del Gobierno, sino de la Comisión Europea: “Aumentar las interconexiones con Francia no va a suponer que se integren, de repente, más renovables. Al contrario, mirando el informe, parece que el porcentaje sobre la energía final prácticamente permanece constante y las emisiones de CO2 aumentan un poco. Por lo tanto no es ni de lejos la clave para la implementación de las renovables”, afirmó la investigadora.

Kryon: The Practical Old Soul

Greetings, dear ones, I am Kryon of Magnetic Service.
You are facing a beautiful, beautiful energy and yet you may not realize it. In order to get from dark to light, there are profound transitions. What you know from living on the planet is that transition can be difficult, especially when you go from a darker energy to a lighter one. There are those in the dark who will fight to the death in order to keep from changing. It is a way of life and a way of control for them. But, dear ones, this earth transition is indeed happening. The speed of it will take only as long as you decide it will. Free choice on the planet will determine the timing. You are in the change now, and you have just begun to see it.
There will come a time, literally, when you can say, “The sun has come out; light has won.” This will not mean that the entire planet has become enlightened. Instead, what you are going to have is a planet that thinks differently. It will be a paradigm of existence that is more based on the basic truth of what an old soul would know, as opposed to what a beginner on the planet would know. It is a new paradigm based upon the concepts of a changing Human nature – a maturing and rebalancing of consciousness – and it is going to look a lot different.
What do you think the future practical life of an old soul might look like for a day? How would it be different from what you do now, just for a day? I want to give you a short example.
We often use the character Wo in parables and stories, and now we will again. Wo is not a man or a woman. In this story, Wo can be either, although we are going to call Wo a he, but actually he is a wo-man. This will be the story of a day in the practical life of an old soul in a future time that is not yet here. It will show a new paradigm from the moment he gets up to when he goes to sleep.
This story has to start, dear ones, with you understanding that this individual, this Human, this old soul in the future, has a completely different paradigm of existence than you have today. It is a paradigm where the Human has literally changed the relationship he has to everything around him. He has changed his relationship to God, to those around him and to the earth. So it may be tough for you to believe everything I am going to show you now, but I want you to listen to the story just for a moment. As I tell it to you, every once in a while I will say, “Stop”. Then I will reveal an old energy comparison to what you are being shown. It will be a night-and-day revelation to the differences in the way Wo treats things in the coming future from what happens today.
In this new paradigm, Wo, this old soul, was born into a civilization that is long past thinking that all their help comes from the outside. They are not a civilization who believes that they are unworthy in the sight of God. They don’t feel that they must call on a greater source in order to accomplish everyday life solutions. So right there in that revelation, you see a big difference from the civilization you live in. Their paradigm of existence has changed, and Wo believes that all things spiritual and beautiful are carried inside the Human Being. “God inside” is a cognized message from the masters and is the new Human nature. It is now being applied practically in everyday life. So there is no “scamper to find help” like you see today, or an older energy where much of an entire civilization believes that they are unworthy and that all good things come from above. So I want you to think about that for a moment, because that is how Wo approaches his day.
Stop.
Do you really think that this will ever occur? Do you think that humanity would ever get to a place where they felt they did not have to get help from an outside source? Do you think there ever will come a day where houses of worship are simply antique buildings? It seems to be a stretch of the imagination until you think of this. What does evolution of consciousness mean to you? It’s not going to be something that is forced upon humanity. Rather, it is something that humanity is going to see for themselves over time. It is going to be logical and make sense through a slowly evolving consciousness. Over time, humanity will begin to understand what the masters really meant and start practicing what they said. For eons, Humans have been told that the most sacred things that exist are inside every single Human Being. “Made in his image” means made in the image of love and, in that, humanity would start to realize that the image God the creator has always been inside. Therefore, Humans can access God, spirit, ancestors instantly, through processes that are built-in. So this is where we start the story.

Wo awakens like he does every morning, about to go to work. He puts both feet on the floor and he does an affirmation exercise, and expects good things. This is the first thing he does. He pushes the consciousness of benevolence through his day right at the beginning. The affirmation he would have is this: “This is a good day, and I am going to have a consciousness that will surpass any challenge I have today. Good things are before me.”
Stop.
Why would he do this? How many Humans do that in an old energy? Let me give you the popular way: You put your feet on the floor and you are about to get up and you say, “Oh, here it is again, another challenging day. I hope things go better than they did yesterday. Yesterday’s issues are all still on my mind, and I did not get a very good sleep. I don’t know what is going to happen to me today. I hope I survive!” Are you seeing a difference? The biggest difference is the expectation of benevolence, but there really is more. Wo is really saying, “This day is controllable by me!” This is a practical consideration, so the first thing he does, with feet on the floor, is to celebrate the fact that he is going to get through any problems that come. What he is doing is CREATING his reality that day.
Remember this: Humanity will always have duality to work with. There will always be choice between darkness and light, drama and love. The idea that someday you will have a perfect planet where nothing ever goes wrong is an artificial idea that many Humans have because of your linear thinking – black or white – or the idea that everyone will think alike and be angelic. You will always have free choice, and you will always have unique pasts and Akashic records that work with you in positive ways. This creates different ideas and opinions. You will still have a form of politics, but it will look far different and be much more elegant.
So, what is Wo really doing in that moment? He is creating, through his consciousness, something physical – a bubble, you might say, that then goes before him wherever he travels. It becomes as practical as putting on shoes to let you walk on hard surfaces. Is it too much to think that a Human one day might start the day that way?
Wo brushes his teeth and does all the things that you do today to get prepared to leave the house. Wo still goes to work in a vehicle, although not all his neighbors do. Things have changed greatly over time. Wo’s vehicle may look a little different, but he gets in it in order to travel to work on roads.
On his way to work, Wo sees something that might actually change his life forever, if he lets it. There has been some kind of an accident with another vehicle. In his day, this doesn’t happen very often, but Human reactions, errors of judgment and distractions are still present and there has been a horrible event, and it’s right before his eyes. On the curb there is a crying woman, a mother. There are those surrounding her, trying to calm her. A short distance from her Wo can see the ambulances loading the very still, covered bodies of her two, small, dead children.
For this woman, life has taken a horrible twist. It’s going to create the potential of lifelong grief that surpasses anything imaginable. For her, the day started out well, but in an instant her children are gone. She would carry this day to her grave. Could there be any greater horror story for any mother?
Wo is overcome with sadness and starts to weep. You see, in this new earth, in a very practical way, compassion is the king of emotions. Wo sees it all, and suddenly there is more than just empathy from him. Instead, he feels everything she feels. He stops his car and continues weeping in his control seat. He then does something very special, dear ones. He gets a hold of himself and starts a process that he knows well and has done many times before. He begins to visualize this woman in her future as she is recovering, understanding, surviving, and having some peace over this event in ways that perhaps are unsustainable in today’s psychological understanding.
He sees her recovering in so great a manner that he can visualize her laughing again. This is the visualization then he sends directly to the curb where she is in that moment of her horror and grief, knowing that he has just planted a very real seed. It’s real, and Wo has just practiced something called compassionate action.
Stop.
Today, if this happened, there would also be those who were very compassionate. However, it might wound them forever. They would never forget the sight. It would affect the child inside (the inner child) and their joy factor. In today’s civilization, there are so many things like this, so many horrors like this that continue daily, that many sensitive Humans empathize to the degree that it ruins their lives. All they can think about is how unjust things are and how they want to change them. They will weep daily for what is happening somewhere else, and in the process, dear ones, they have not helped anybody! Instead, in the process they have pulled themselves down into a lower energy of empathy, worry and fear. They will die younger than normal due to it. It’s all because their compassion got the best of them.
But Wo would not let that happen, because he knows that this is the old way and is dangerous. So one of the attributes in this new energy that we are revealing, within the practical nature of a normal person, is to see situations like this and go immediately into compassionate action. What Wo did was to immediately think of a solution and send actions of compassion, because consciousness can change things. Much like today when you might pray for a person, Wo is doing more than that. He is projecting joy in the future for her. He is creating understanding and recovery for that woman, letting it begin this day.
He starts his car and continues. He stops his weeping, and instead he starts smiling because he can see it actually happening in his mind. There will come a day when she will laugh again. There will come a day when she will recover. Not today, not tomorrow, not next month, not next year, but a time when all of these things will be settled within her in a way that she can understand. Wo participates in that humanness of her recovery, even though she remains on the curb as he pulls away.
Wo gets to work and soon he is having a nice day. He is doing his work, and then he is called into the office of the one who does the control. Now, what happens next is not specific. I will generalize it. It comes in one of many scenarios, all of which you will recognize. He faces off with his controller. It might be any of these scenarios: “Wo, you are late again. Wo, there has been a problem over here with one of your clients. Wo, you will have to work on the weekend because this did not work out well. Wo, we are not going to promote you this time, just like last time.” Wo, this. Wo, that. “Wo, we are considering eliminating your position, or replacing you.”
Wo leaves the office and for a moment – just for a moment – he is flooded with an old energy called “worry” and “fear”. What would he do without this job? How would he tell his wife what has just happened? What does it mean to him? Is it as simple as having to work some overtime that he did not plan or is it more than that? Then Wo is still, and takes a deep breath. In an instant, he reframes everything that happened and he realizes this is the beginning of a shift, of a change. It will be a benevolent change, even if he doesn’t understand how. Wo doesn’t know the timing of any of it, but he starts to smile, because it is the beginning of a shift that he knows will be good for him and benevolent for all he is.
Stop.
If this happened today, what would be the typical reaction? It would be this: Worry the whole day; worry the whole night; worry the entire next month; tell all your friends so that they can worry also with you. This is called “drama”. Whatever happens happens, but the drama continues and continues. It would also build a bridge of darkness between the employer and the worker. Then more worry: “What is going to be next? What can happen? They do not appreciate me. I am not worthy.”
None of those things were on Wo’s mind, but he had to convert the potential in about three seconds from an old energy fear reaction to a thought that is way above the consciousness of today. He automatically flipped the energy into a scenario that said, “Maybe I do not belong here. Maybe this is a sign. Maybe something is going to happen that is beautiful. I can hardly wait. I will do as I am told. I will work the overtime. I will even accept the pink slip (termination notice) because there is something better coming.”
Then it continued. It was not a half an hour later that he heard the cheering going on. One of his friends in one of the other cubicles in his office had been promoted to one of the positions he wanted. He wandered over to be part of the celebration and fully participated – and he meant it. He was so pleased that a friend of his was succeeding, and so pleased that that friend got a raise – so pleased! He didn’t see it as a reflection that had anything to do with him. He didn’t let the former news affect his happiness for his friend.
Do I have to say it? In an older energy, there is so much of self and so much ego projection. “Why not me? What did he have that I did not have? He took my job. I do not like him anymore. I am not going to talk to him anymore. I am going to go home and eat worms.” It’s like some would do anything at this point to stay depressed. He continues, “This is awful! First, I get an idea that I may not be employed anymore, then I find out somebody else got promoted instead of me.”
But that was not the reaction at all, for you see, Wo already knew “this or something better” and he had a belief that “benevolence is coming”. He did not know when or how, but here in front of him was a friend who had something wonderful happen – something that was good and would change the person’s lifestyle. He knew that the friend would soon tell their family, and they would have a beautiful dinner and sing celebration songs. What a good time this is to celebrate the joy of a friend!
Stop.
Is this even possible? Can a Human really put away feelings of hurt or worry to a degree where the first thought is to celebrate the one next to them who might be taking their job away? This, dear ones, is the evolution of consciousness. You see, just like Wo felt empathy for the woman, he also felt the joy of his friend. It had become built-in over generations of evolution. It might seem to you to be beyond what a Human could normally do, but that’s where it’s going.
It is now time for Wo to go home. Wo, like so many Humans everywhere, had a lot on his mind, but he received an intuitive thought that said, “You are forgetting something.” Wo couldn’t quite put his finger on it, as you say, and it was still an elusive thought without substance. He drove home.
Wo’s home was small but beautiful. He had a beautiful family who thought much like he did. But there were a few things that Wo knew that had to be a certain way. His wife was a wonderful cook, and dinner was served at a certain time each evening. He had to be there for this and no being late. Early in his marriage, he had made the mistake of being late and he only did it that one time. The reaction was that she felt unappreciated. Indeed, Wo’s partner deserved him to be there on time to enjoy what she had prepared and had worked on for at least an hour and half before he got home. The family would be waiting. Indeed, Wo was on time, just like always, and was about to pull into the house – and then his intuition gave him the message, “Wo, this is your wedding anniversary.” Gasp.
Immediately, there was a decision to make. Do I run to the flower shop, get the flowers, get the card, and come back and be late for dinner? Which is better, being late for dinner or not having the flowers (a horrible thing)? His intuition served him well. Wo made a quick stop, not to the flower shop but to the stall he remembered was on the corner, not too far away. There were lots of flowers, good ones, higher prices, but lots of good ones that she deserved. Wo quickly purchased the flowers and came back as fast as he could, but it took 15 minutes. Now he was 15 minutes late.
He did not know what would happen, but at least he had the flowers. Now he could walk in and say, “Happy Anniversary! Honey, I’m sorry I’m late.” So that’s what he did.
But something else happened as well. You see, when he walked through the door, all of his friends were there! It was a Happy Anniversary surprise party, and he had the flowers right there in his hand. (Thank you intuition!) He was not late for dinner, because there was no dinner! Instead there was a party. Wo had not disappointed her, and HE HAD FLOWERS! Get the point? What had just happened?
Stop.
Wo had paused for a moment and had listened to his intuition, a higher part of him which knew beyond what he knew what was going on in the house. His intuition knew what he should do, and he listened and trusted it, and he immediately went to get the flowers.
In an older energy, dear ones, you would have had a clueless Human being making a 50% chance of a right or wrong decision, not understanding that there is a higher, innate part of yourself who knows so much more than you do. There is a Higher-Self above you, and for Wo, it knew that there was a party in the house. Listening to his intuition was common for Wo, and he used it every day as a staple, not something that fleeted by without substance. Greetings children, it is I, your Mother Mary and I surround each of you with honey love and pink roses of bliss and delight and of the deepest comforting embrace. For you have carried your pain for far too long – long enough, don’t you think? Shall we release it together and set it at the feet of the master and move ahead, onward and upward into your great unfolding? This is ascension. The small steps and acknowledgments and releasing into love that which so needs it.

China cancela deuda de Zimbabue

- China presuntamente canceló la deuda de Zimbabwe a las instituciones del gigante asiático allanando el camino para obtener más fondos para el país del sur de África, cuya capacidad para acceder a nuevos fondos ha quedado paralizada por, entre otras cosas, un enorme sobreendeudamiento.

Esto es según la estación de radio local, ZiFM Stereo, propiedad del Ministro de Servicios de Mensajería y Correo de ICT de Zimbabwe, Supa Mandiwanzira, quien también acompañó al Presidente Emmerson Mnangagwa en una visita de estado a China.

China Writes Off Zimbabwe’s Debt

– China has reportedly written off Zimbabwe’s debt to the Asian giant’s institutions paving way for more funding to the southern African country whose ability to access new funding has been crippled by among other things a huge debt overhang.
This is according to local radio station, ZiFM Stereo, owned by Zimbabwe’s ICT Postal and Courier Services Minister Supa Mandiwanzira, who also accompanied President Emmerson Mnangagwa on a state visit to China.
Using its twitter handle @ZiFMNews Thursday afternoon, the station said the decision was reached after meetings between Chinese President Xi Jinping and President Mnangagwa in Beijing.
President Mnangagwa is on a 5-day state visit to China where he has had meetings with his Chinese counterpart and has reportedly signed billion dollar deals including one of $1bn for upgrading a thermal power station.
Zimbabwe owes international lenders more than $10bn in both principal debt and arrears.
The country’s domestic debt has also been ballooning and is estimated to be more than $6bn.
This has seen the country struggling to get new funding from international lenders such as the IMF and the World Bank.
China itself has also been reluctant to fund Zimbabwe after the country failed to repay a $60m debt to China Export and Credit Insurance Corporation, known as Sinosure. – Fin24

Cosmic Consciousness

Gravity when observed through our own Quantum View, shows us so very much… so here, I share with you!
These Cosmic encodements are “targeting” THE GRAVITY OF ALL, shifting our Gravitational Fields (another pole flip) and how our Physical/Universal and Cosmic Realities occur. These will “shift” the vibration and actual density of physical matter in our physical bodies, field and physical realities too.
Here’s just a few ways to SEE, how this plays out/presents for you:
“The Event” is a deep inner personal experience that each “accomplishes” through various Embodiment processes of Pure Source Light. The fact that March became a “Collective Event” Experience available to each open and ready for this, is huge, because of what it means for each and collectively as well. It’s where each no longer “gets sucked in” to the old unconscious ways, can feel the density/gravity of all and doesn’t have to “go back” to Old Earth Realities IF each can maintain FULL CONSCIOUSNESS and HOLD their own Light in every exchange, with every thought, action and where LIGHT fills that SPACE inside for continual expansion to occur. Collectively, this means a huge shift for HUmanity, because the Pure Ones fulfilling multiple roles as Gatekeepers, Gridkeepers, Frequency Holders, Stabilizers, Light Keepers, Guardians, Ancients/Elders, LeMUrians, Angels, Christed BEings, Sacred Pure Light BEings, Evolved Galactics, StarSeeds, God Particle Aspects, Atlanteans and more are able to Stabilize these energies easier, within their own physical body form, so that each becomes a more pronounced anchor point (and contributor) for our Highest Dimensional NEW Earth Experiences on a grander collective scale than ever before here. It means that Earth 3 (a “holding station where each transitions to a Cosmic Citizen of our NEW Earth here), opens up to more, where dark matter/light matter/anti-matter play different roles and where “dark matter” can’t “get through”, because it’s visible and actually “shape-able” and transformable by each, because the LIGHT within each is so PURE that it obliterates, dissolves and unifies all that is not yet of the purest form of Love, just through Presence where anything “not pure” becomes visible instantly and is no longer allowed to “play out”. This is where EACH replaces the old programs (and systems) with new ones (Re-Purpose & Re-Form), where new foundations are created and shaped, where REALITIES are BUILT on a whole new foundation that is PURE within itself, without the distortions of unconsciousness anymore. This is where “going back” (unconscious) is no longer an option, because it’s no longer desirable as a way of living/existing, where all realize all is now CHOICE, where duality is visible by each on an Energetic Level, so that the physical can be brought fully into alignment through Purity Consciousness from deep within each’s own SOUL. It’s where separation programs can be observed and resolved/unified SIMPLY and instantly, through a deeply inner-connected sacred Love so pure, that lack of anything within no longer exists at all. This is where the seeker stops seeking and connects so deep inside, that everything else falls away and all becomes PURE SOURCE LIGHT. It’s where the external is observed as an “Energetic Mirror” reflecting BACK what each needs to finally SEE, in order to bring all fully into alignment from deep within each. The beauty is that the “mirror effect” through Event Horizon that each completes, is that each can turn that mirror back outwards THROUGH LOVE for all others to SEE too, while transmitting LIGHT from “the other side” through the VORTEX, from the Heavens, Galaxies, as another Universe (part of our multi-versal existence), alternate dimensions… to SHINE THE LIGHT, BE THE LIGHT AND HOLD THE LIGHT so all others can finally hear, see, feel and REALize all as they are open/ready too. As each embraces fully, on their own, for their own reality to finally shift to a much higher timeline of NEW EARTH together here too…. without the need for anyone to impose anymore, because a NEW RESPECT for each’s own realities replaces the “need” for everyone to have the same reality anymore. This is where each is “allowed” to go their own way and come together (later) as appropriate and in all new ways. The only reality that’s REAL, are the ones that are completely pure, where the profoundness of Pure Divine Love brings tears of re-connection and Remembering through every galaxy/cosmic cell of our physical forms, so that every particle of our body is activated to finally REMEMBER too. Once the whole body LIGHTS UP and all can be FELT fully throughout, then each can fully under/inner-stand and start to “take their place” at the helm in order to UNITE through Divine Pure Essence, in order to fulfill much higher purposes together here.
There is more, there always is. Each “body” (mental, physical, emotional and energy) shift/change your Gravitational State. Your “new DNA” and “Genetics” give you the ability to AFFECT PHYSICAL MATTER (the physical) with great ease, through your own FULL CONSCIOUSNESS and because you are in-tune vibrational with every breath. Your own constant unification gives you the ability to AFFECT all as Highest Vibrational Light and bring all fully into alignment and keep it there with great ease, because LOVE is where you function from and Unity is how you exist. ♥
Your Consciousness (or unconsciousness) dictates your abilities, access and physical dimension that you occupy with your body, in order to CREATE your experiences here.
Pay attention to the “gravity” and “feeling” of everything, as this will show you DENSITY and LIGHT in all new ways, so that you can fully understand what all represents, how much of you is “tied up” in that which anchors you to the physical reality you allow yourself to experience here, and so that you can actually see how FREE you really are and where you have distortions held within you in order to clear easier and instantly now. Photonic light amplifies all. ♥
I love you! More as we flow. Cosmic Activations, Upgrades and Alignments continue to increase every moment now, with the March Corridor opening up all like never before. It’s going to take Gatekeepers a bit to complete this one still, while all new Gateways have opened, there’s no “completion” and starting point anymore. Everything is Wide Open, which I will write/share through a March Overview of Immense Cosmic Gateways opened/activated, as well as an April Quantum Cosmic Energy Forecast/Report separately, as these are huge and we are still completing the integration of massive template overlays embedding into our cellular/physical bodies, Gaia’s, Galactically, Universally, Cosmically that shift all to a much higher (and Light’r) dimensional experience as each anchors all fully within themselves and LIVES as their own whole reality here. ♥
Every moment that you are fully conscious to OBSERVE, you have the ability to affect/bring more light through, to be the ONE that makes a difference, through your own PRESENCE and by showing ALL the POWER OF LOVE and what can be done as each holds/comes from this place/space in every moment too. ♥

Nuestras banderas, nuestra historia

Las únicas "leyes" o "regulaciones" que usted comúnmente encuentra sobre las barras y estrellas se encuentran en el Código Federal Territorial de los Estados Unidos donde definen las proporciones de la bandera que ELLOS usarán en el Título IV.  

Pero esas regulaciones de ninguna manera restringen las proporciones de las barras y estrellas que utilizamos nosotros, la gente.  

Stars and Stripes literalmente nos pertenece. Es nuestra propiedad Ocurrió como una de las banderas de guerra utilizadas en la Guerra de la Revolución. La otra bandera que salió de la Revolución como bandera de nivel "nacional" fue la "bandera rebelde", llamada así por la vertical. rayas --- la Bandera Civil de los Estados Unidos.  

En el mundo de las banderas internacionales en general, las "barras" horizontales indican resistencia y prohibición de traspaso, tanto como una puerta bloquea una carretera o una presa bloquea una corriente. Por lo tanto, la bandera con barras horizontales simboliza las condiciones de guerra, donde estamos resistiendo o peleando o restringiendo y controlando de otro modo.  

Las columnas verticales simbolizan el "flujo libre": las puertas están abiertas, las columnas del gobierno están sólidamente en su lugar.  

Solo piense en una represa anticuada en un río --- las compuertas se pueden cerrar, forzando el agua a retroceder detrás de la presa (barras horizontales en una bandera) o abierta, permitiendo el paso del agua (barras verticales). 

Entonces ambas banderas tienen su génesis durante la Revolución. Ambas son banderas de nivel nacional, lo que significa que todas las colonias las usaron para identificar el lado estadounidense del conflicto. Pero debido a su simbolismo, uno fue utilizado en la guerra y el otro en tiempos de paz. Antes de la Guerra Civil, ambas banderas eran de uso común con las barras y estrellas voladas sobre instalaciones militares --- fuertes, arsenales, campos de entrenamiento, etc., y la Bandera Civil sobrevolada por instalaciones civiles --- oficinas de correos, casas de aduanas, edificios departamentales, centros de votación, hospitales públicos, ayuntamientos, etc.

Lo que debería ser motivo de preocupación y alarma es que comúnmente ha habido una sola bandera, la bandera de guerra, en evidencia desde hace muchos años, pero debido a que las personas no saben que debería haber dos banderas, no han cuestionado la ausencia de la bandera civil 

Ambas banderas habitan la jurisdicción internacional.Debido a que los Estados Unidos Territoriales continuaron haciendo la guerra y "estar" en guerra después de que terminó la llamada Guerra Civil, continuó volando las barras y estrellas y ejerció nuestros poderes delegados en la jurisdicción internacional del mar. Debido a que los estados reales estaban en paz después del conflicto, volaron la Bandera Civil de los Estados Unidos, por lo que durante un tiempo, desde 1865 hasta 1907, ambas banderas fueron utilizadas, como antes de la "Guerra Civil", para distinguir entre y funciones civiles.

Por hábito y necesidad, y sobre todo para evitar la alarma pública, los perpetradores continuaron operando servicios federales para la jurisdicción internacional de tierras utilizando la estructura del Gobierno Territorial de los Estados Unidos para hacerlo. Por lo tanto, seguimos teniendo "Mariscales federales" vigilando la jurisdicción internacional de tierras y "Mariscales de Estados Unidos" vigilando la jurisdicción marítima internacional tal como siempre, aunque ahora solo había una bandera, las barras y estrellas, que volado. Del mismo modo, la Guardia Costera continuó funcionando como un "servicio marítimo civil" en las mismas condiciones.

Incluso ahora, algunos miembros de los Colegios de abogados infinitamente engañosos y groseramente incompetentes intentan promover y justificar la idea de que existan criaturas fantasiosas y supuestamente peligrosas como "ciudadanos soberanos" y están procesando estos oxímorones en los tribunales como "subversivos". Uno no sabe en estos días si reír o llorar. Frente a estas afirmaciones ridículas, las personas deben observar que no se puede actuar en calidad de soberano y esclavo (ciudadano) al mismo tiempo. Lo mismo puede decirse de su próxima oferta, "ciudadano privado", porque es imposible actuar en privado mientras actúa en la capacidad pública. 

Cuando Obama asumió el cargo, un musulmán nacido en Kenia, elegible para servir en las oficinas corporativas territoriales y municipales, pero no elegible para servir como nuestro presidente nacional ni como agencia del Jefe de Estado, fue una clara señal de advertencia. y el hacha no tardó en caer. Anunció la bancarrota inminente de los Estados Unidos municipales a principios de 2015 y montó los bolos para asegurarse de que los Estados Unidos Territoriales se verían obligados a declararse en bancarrota según el Capítulo 11 para 2017.

Eso hubiera dejado las tres Constituciones federales desocupadas del lado federal de los acuerdos. La Constitución Nacional supuestamente se ha mantenido "en suspenso" desde 1861. La Constitución Territorial dejaría de funcionar una vez declarada la insolvencia. Y la Constitución Municipal ya no estaría en vigencia gracias a la liquidación de la Corporación Municipal del Distrito de Columbia. 

Los bancos y los criminales intrigantes detrás de ellos habían planeado la perfecta Trifecta y tenían la intención de hacer un reclamo de abandono contra todo este país y su gente, y luego entrar aquí y usar un ejército mercenario comercial operado bajo el color de la ley "como" las agencias familiares de sopa de letras --- BATF, IRS, BLM, FEMA, FBI, etc., para desalojar a los pacíficos estadounidenses y "reubicarlos" exactamente como el gobierno inglés "reasentó" a la población irlandesa a mediados del siglo XIX. . 

Imagine su sorpresa cuando el Jefe de Estado estadounidense se presentó y se enfrentó a la Reina de Inglaterra.  

¿Y cuando, además, se presentaron nuestros procesos bien establecidos y las reclamaciones internacionales? Y demostramos sin lugar a dudas que sabemos quiénes somos y que nuestro gobierno soberano real (que significa "no incorporado") todavía está vivo, pateando y aquí para reclamar cada iota de la propiedad que se le debe a los estados y personas estadounidenses como prioridad. Acreedores y titulares legales a su debido tiempo?  

Cuando los "herederos del Reino regresan del otro lado del mar" - como lo hemos hecho - entonces los fideicomisos colapsan y son de hecho "hechos realidad" y deben conferirse a las instituciones y las personas y los estados a los que pertenecen legítimamente. No solo eso, sino que luego de su declaración de bancarrota, todos los poderes que se delegaron en estas criaturas regresan a nosotros y al gobierno de la gente, por la gente y para la gente ---- mientras sigamos estando lo suficientemente organizados y conscientes como para llevar a cabo nuestro propio negocio, lo cual, gracias a Dios, lo somos.  

Entonces, ¿qué significa todo esto para nuestras banderas? Significa que estamos totalmente capacitados para enarbolar nuestras banderas en cualquier momento y en cualquier estilo que deseemos. Podemos desplegar nuestra bandera civil larga y llena de polillas y enviar nuestros Mariscales Federales para vigilar la jurisdicción internacional de la tierra. Podemos devolver nuestra Guardia Costera al servicio civil. Podemos volar las barras y estrellas de la manera que deseemos, y gracias al Comandante Russell-J: Gould incluso la bandera del Título IV fue rescatada y preservada intacta y mantenida fuera de las manos hostiles. 

Significa que no habrá ejércitos mercenarios comerciales disfrazados de policías "ESTADO DEL ESTADO" o como empleados de "agencias federales" que estén causando problemas en nuestras costas. Significa que en lugar de ser pobres, los estadounidenses que han trabajado como esclavos para estos bichos durante los últimos 150 años, heredarán todo lo que almacenaron para sí mismos y podrán perdonar las deudas y restaurar los gobiernos nacionales y bendecir a la gente de toda la tierra

No hay más cera...

Mi artículo de ayer en elMón.cat, titulado Puigdemont, presidente de la República Catalana. Según voluntad popular expresada en dos ocasiones en menos de un mes, el presidente legítimo de la Generalitat es el M.H. Carles Puigdemont,  hoy en cautiverio y mañana, es de esperar, en libertad para asumir el cargo. Que no es menudo.

En los dos últimos meses se ha intentado todo tipo de soluciones transaccionales, pactistas, para encontrar una fórmula de acomodo a la que pudieran avenirse, al menos transitoriamente, el independentismo y el B155. Ha sido imposible. Ninguna propuesta se ha aceptado y uno de los propuestos, Turull, ha acabado también en la cárcel. Al otro, Sánchez, no hacia falta encarcelarlo porque ya lo estaba y bastaba con no dejarlo salir. Se demostraba que cuanto más se aceptan los términos del adversario, más hay que aceptar. Solo quedaba volver a la casilla de salida. El presidente propuesto será conforme a las elecciones del 21 de diciembre, Puigdemont.

En el último meandro de estas revirivueltas judiciales, el juez aprovechó para mandar a prisión a una nueva remesa de líderes independentistas, Forcadell, Bassa, Romeva y Rull, además de Turull que, sin duda, andaban por ahí convirtiendo la libertad en libertinaje, como decía el Caudillísimo. En total hay hoy en prisión nueve políticos independentistas. Como para seguir diciendo que no son presos políticos. Y rehenes por añadidura. A ellos se suma como décimo el solitario de Neumünster, lugar, por cierto, comparativamente cerca de Helsingør,la Elsinore de Hamlet. En toda esta peripecia independentista catalana hay una dimensión trágica y heroica que sus enemigos tratan de ridiculizar y humillar hablando de "prófugos", "cobardía", "traición", etc.

Solo una pregunta: ¿cuántos políticos españoles con mando en plaza estarían dispuestas/as a defender sus ideas (no su dinero, bien o mal conseguido) al precio de la cárcel, el exilio o la confiscación de sus bienes?

Puigdemont es el presidente de la Generalitat; es de esperar que en libertad en Alemania. Pero si los jueces alemanes extraditaran, sería el presidente de la Generalitat preso en España, una figura que no es nueva en la historia de la institución y a cuya altura está Puigdemont. Como lo están las demás presos y presas. La Generalitat entre barrotes es una foto familiar.

La confusión de los últimos tiempos dificulta un juicio sereno sobre el proceso independentista y la reacción española. El primero se mantiene en condiciones muy difíciles de inseguridad jurídica, hostilidad política, coacción económica y linchamiento mediático. Puede parecer un milagro y mucha gente se sorprende de que aún no haya perdido fuerza, no se haya desmoronado y sus dirigentes sigan unidos en la tarea de implementar la República Catalana que fue votada un 1 de octubre y solemnemente proclamada el 27 del mismo mes. Y de que sigan unidos a pesar de la inicua e ilegal represión de que son objeto.

La reacción española está dentro de la estricta tradición reaccionaria, oligárquica y nacionalcatólica, que ya no se limita a los neofranquistas del PP y C’s sino que acoge también al PSOE de todo corazón y medio Podemos que será entero cuando se trate de Catalunya no en unas elecciones catalanas sino en unas legislativas españolas. Todos a una Fuenteovejuna frente a Catalunya. Catalunya ha hecho realidad el sueño de la seudoizquierda claudicante española de cerrar la transición. El PSOE suma sus votos a los del PP y C’s para impedir que se investiguen los crímenes del franquismo, el más señalado de todos, el genocidio. Un partido socialista protegiendo y amparando a quienes asesinaron a decenas de miles de los suyos.

España no tiene remedio ni su clase política el menor interés en encontrarlo. Le va bien como está y, a cambio de ignorar a Catalunya y avalar la dictadura del 155 de la banda de ladrones tolera y apoya que un gobierno en minoría parlamentaria siga robando a su propio pueblo, los parados, los jóvenes, los dependientes, las mujeres, los pensionistas. Se convive así con un régimen de corrupción y delincuencia organizada y se hace causa común con sus beneficiarios a cuenta de Catalunya. España es hoy un oligopolio reaccionario y una teocracia tercermundista, apoyada por tres cuartas partes de la clase política, como ha demostrado la inundación de beaterío que ha sufrido el país en la semana de Pascua. Lo de siempre.

Y, como siempre, están dispuestos a todo. Pero hoy hay una importante diferencia. Catalunya no está sola a merced del fascismo español (variante pepera o socialista), del ejército español, del poder económico español, del pueblo español del “a por ellos”. España está en Europa y, con Europa, la oligarquía reaccionaria ha de tener cuidado. Ya no se puede bombardear Barcelona cada 50 años. Hoy hay muchas quejas en Catalunya sobre la pasividad europea ante el atropello español, pero basta imaginar qué hubiera pasado si España no estuviera en la UE. Solo con su presencia, la UE obliga a los franquistas del gobierno y la oposición a disimular.

Pero ni eso saben. Creían que, con la dictadura del 155, conseguirían lo que no han logrado: la desunión, la claudicación del independentismo. El gobierno y sus servidores en el PSOE, en los medios, en la empresa, en la judicatura, etc. Están también asombrados de que el proceso catalán no se haya roto. Creen que todo el mundo es como ellos, que hubieran abandonado la empresa porque no creen en ninguna.

No saben en dónde se han metido. Su desprecio por el pueblo español al que tiranizan sin problemas los ciega al extremo de no dejarles ver las diferencias abismales con el pueblo catalán. El proceso no puede detenerse porque no depende de los políticos, ni de los partidos, ni de las instituciones, ni siquiera de las organizaciones sociales. Depende de la voluntad del pueblo catalán que, al ver a sus representantes electos secuestrados por unos jueces prevaricadores al servicio de unos políticos delincuentes, encabeza ahora el movimiento. Es el pueblo que ha dado el paso definitivo adelante en la autoorganización espontánea de los CDR y la coordinación de la resistencia pacífica a la dictadura del 155, el neofranquismo colonial de la oligarquía de siempre y sus sirvientes socialistas.

De ahí que el bloque del 155 esté intentando a toda costa criminalizar la acción de los CDR a fin de atribuirles una violencia que no está en sus actos (sino, en todo caso, en la acción de las fuerzas y cuerpos de seguridad del Estado de uniforme o como agentes provocadores infiltrados de paisano) ni en su proyecto ni en su misma constitución porque no son otra cosa que formas de autoorganización pacífica de los barrios para resistir a la invasión española.

Necesitan que haya violencia en las calles de Cataluña para que así el juez Llarena deje de inventársela y pueda condenar por rebelión a unos inocentes y, de paso, llevarse por delante a la cárcel a decenas, centenares, quizá miles de miembros de los CDR. No se dan cuenta de que es un proyecto imposible.

La violencia viene descaradamente del lado español. Legal, ilegal, política, policial, mediática, económica, de todo tipo. Y todo inútil.

España no puede sujetar a Cataluña sin excluirse (ya del todo) del seno de las naciones civilizadas. La República Catalana, aunque en circunstancias difíciles, es ya un hecho y Carles Puigdemont, también en circunstancias muy difíciles, su legítimo presidente.

PORQUE LAS ENTIDADES PARASITARIAS (PARASITOS) QUIEREN QUE OLVIDES TU ALMA

A medida que nuestra conciencia espiritual se expande, nos encontramos con más preguntas que respuestas. Comprender los niveles más profundos de por qué estamos aquí en este planeta, nuestras misiones individuales y colectivas del alma, y ​​por qué nuestra conciencia está siendo manipulada por entidades negativas parasitarias  y se convierte en piezas cruciales para resolver el gran rompecabezas de la Ascensión.

Cuando despertamos, comenzamos a realinear nuestra alma de vuelta a la armonía con la Fuente o la energía de Dios. Este viaje puede tener muchos desvíos, bloqueos e instrucciones engañosas para perjudicar nuestro éxito.

¿Por qué? ¿Cuál es el propósito?

Comprender las complejidades del modelo humano colectivo original para la Tierra y cómo ha sido alterado por entidades negativas es crucial para armonizar nuestra alma y alinearla con las leyes de la Naturaleza. Se nos enseña a través de la programación de conciencia de nivel inferior a vernos a nosotros mismos como separados y esta idea impregna todo en nuestra realidad.Cuando no vemos que nuestro cuerpo espiritual está realmente enredado en nuestro cuerpo físico, o incluso tenemos consciencia de tener un cuerpo espiritual, somos blancos fáciles para la manipulación en comportamientos de conciencia más bajos, ideas y formas de vivir nuestras vidas.

Cuando olvidamos que somos almas encarnadas en un cuerpo físico, creamos energía que es ideal para que las entidades parásitas cosechen para su supervivencia y proliferación. El video de hoy los guiara a través de una comprensión más profunda de cómo nuestra conciencia individual y el proyecto de conciencia colectiva humana están integrados en nuestras células físicas y cómo el seguimiento de la ley de uno de los principios activa las Estaciones de identidad dentro de estas células. Estas Estaciones de identidad son lo que las entidades parasitarias NO desean activar y trabajan muy duro para mantenerlas suprimidas.

La supresión nos lleva a olvidar nuestra alma y nuestro plan divino cósmico.
