Mariano Rajoy called for the participation of the "silent majority" who "turn their voice vote." He emphasized the need to recover Catalan separatists havoc. This visit comes two weeks after the failed proclamation of independence on 27 October. Since then, Rajoy government ceased to Catalan Carles Puigdemont, dissolved the Parliament and called these elections.
