It is sad to note this, but the independence of South Sudan has become one of the worst tragedies of our times. 

Since the middle of December 2013, there is a savage civil war in South Sudan faces two ethnic and political groups; a continuation of the bloody civil war that, after 22 years, resulted in the independence of the country.

El único problema es si acaso esta estrategia semiimperial puede de cualquier modo, justificar el apoyo a las fuerzas de Sudan del Sur que perpetran crímenes de guerra y contra la humanidad. 

Para impedir la venta de armas que puedan ser utilizadas con ese propósito, ningún interés estratégico israelí, sea real o imaginario, puede ser eximido de responsabilidad moral y legal.

Es triste señalarlo, pero la independencia de Sudan del Sur se ha convertido en una de las peores tragedias de estos tiempos. 

Desde la mitad de diciembre de 2013, hay una salvaje guerra civil en Sudan del Sur que enfrenta a dos grupos étnicos y políticos; una continuación de la sangrienta guerra civil que, después de 22 años, resultó en la independencia del país.

 Según las últimas informaciones, en esa guerra murieron 50.000 personas, hubo dos millones de personas que debieron dejar su hogar o convertirse en refugiados y otros 2,5 millones de personas están en riesgo de sufrir hambre como consecuencia de ella.

Por estas razones, el gobierno decidió una estrategia alternativa: asesinatos en masa, violación sistemática de las mujeres de lo otros grupos étnicos y violencia contra los ciudadanos identificados con la oposición. Mientras las armas sigan llegando al país, el gobierno no tiene interés alguno en llegar a un compromiso y continúa aferrado a la falsa esperanza de derrotar a sus enemigos en el campo de batalla.

La situación ha hecho que los países europeos declararan un embargo de armas en Sudan del Sur y que Estados Unidos suspendiera su ayuda militar. 

También hubo algún intento de aprobar un embargo similar en el Consejo de Seguridad de Naciones Unidas. Hasta ahora, estos intentos no han tenido éxito no solo debido a discrepancias y discusiones entre los miembros del Consejo sino también al temor de que los rebeldes derroten a las fuerzas del gobierno. 

A pesar de las dificultades políticas que se presentan para llegar a un acuerdo de resolución de embargo, la gravedad de la situación en Sudan del Sur es clara para todo el mundo. El 3 de marzo de 2015, el Consejo de Seguridad aprobó la Resolución 2206 –presentada por Estados Unidos– por la que se da un ultimátum a ambas partes amenazándolas con un embargo de armas y otras sanciones si no acaban la lucha.

Una publicación oficial del Ministerio de Defensa difundida en noviembre de 2014 (más o menos un año después del inicio de la guerra civil en Sudan del Sur) se vanagloria del éxito del departamento de exportación en la muestra Cyber Security, que fue visitada por 70 delegaciones de todo el mundo, incluyendo Sudan del Sur. 

Existen testimonios de que los militares de Sudan del Sur están empleando el rifle israelí Galil ACE. Dieciocho meses después del comienzo de la guerra civil, un diario sudanés informó de un puente aéreo entre Israel y Sudan del Sur para transportar proyectiles autopropulsados, equipo militar e incluso mercenarios africanos (después de haber sido entrenados).

 Los pertrechos continúan fluyendo. Una delegación de Sudan del Sur visitará una exposición de armamento israelí que se inaugurará la semana que viene en Tel Aviv.

Pensad un minuto en esto: un país en el que ahora mismo se están perpetrando crímenes contra la humanidad, utilizando para ello armas provenientes de otro país y en condiciones de embargo absoluto de armas aprobado por Estados Unidos y Europa, envía una delegación de compras a Israel y allí es recibida con los brazos abiertos.

Tanto la ley internacional como una elemental moral humana prohíben la venta de armas y cualquier otra ayuda militar que pueda ser utilizada para cometer crímenes de guerra y contra la humanidad.

 En el pasado, debido a los conflictos políticos relacionados con la Guerra Fría, la comunidad internacional fracasó en el cumplimiento de esta obligación, pero desde los noventa esta política se ha transformado en un cuerpo legal decisivo tanto en Estados Unidos como en Europa; no solo eso, esta cuestión ha sido asumida por convenciones e instituciones internacionales como Naciones Unidas y tribunales de ámbito internacional.

Israel no tiene la posibilidad real de garantizar que el armamento que vende a Sudan del Sur no se emplea para asesinar a civiles ni para amenazar a mujeres mientras son violadas por soldados o integrantes de milicias. 

Más aún, no hay manera de garantizar que el adiestramiento de las fuerzas de seguridad no es utilizado para asesinar y torturar a civiles y que la tecnología exportada no es empleada para perseguir a los ciudadanos por su filiación política o étnica –sin mencionar el apoyo a horrorosos crímenes de guerra y contra la humanidad– a menos que detenga completamente todas las exportaciones a ese país de material militar y de seguridad. 

Es importante dejar en claro que la ley internacional prohíbe también la venta de tecnología y dispositivos que “no disparen proyectiles” si pueden ser usados en la comisión de crímenes de guerra y contra la humanidad.

El pasado 12 de marzo, el abogado Itai Mack dio una entrevista sobre exportaciones militares a Sudan del Sur en el programa de radio –en hebreo– According to Forein Media

(según dicen los medios extranjeros), puesto en el aire por la estación de radio Al For Peace. Mack reveló más detalles sobre la implicación israelí en la provisión de armas y adiestramiento militar a las fuerzas de Sudan del Sur. 

A partir de sus hallazgos, el doctor Mack hizo un llamamiento al Ministerio de Defensa para que pare las exportaciones militares a ese país. Este llamamiento fue rechazado; lo contrario habría sido algo sorprendente.
