A la cabeza de este proyecto experimentación con seres humanos eran dos psicólogos contratados por la CIA, James Mitchell y Bruce Jessen. Ellos diseñaron protocolos de interrogatorio y detención que ellos y otros aplicados a personas encarceladas en secretas de la agencia “sitios negros”.

En su respuesta al informe del Senado, la CIA justificó su decisión de contratar el dúo: “Creemos que su experiencia era tan único que hubiéramos sido abandonados no hubiéramos buscado a cabo cuando se hizo evidente que la CIA se dirigiría hacia el desconocido territorio del programa.”Mitchell y Jessen las calificaciones de la experiencia no incluía el interrogatorio, el conocimiento especializado sobre al Qaeda o el conocimiento cultural o lingüística relevante. Lo que tenían era la experiencia de la Fuerza Aérea en el estudio de los efectos de la tortura de los prisioneros de guerra, así como una curiosidad acerca de si las teorías de la “indefensión aprendida” derivados de experimentos en perros podrían trabajar en enemigos humanos.

Para implementar estas teorías, Mitchell y Jessen supervisaron o personalmente comprometidos en técnicas destinados a producir “debilidad, desorientación y temor.” Su “teoría” tenía un particulares medios y fines relación que no se entiende bien, como Mitchell explicó con irritación en una entrevista en Vice News: “el punto de la policía malo es conseguir que el chico malo de hablar con el policía bueno” En otras palabras, “técnicas de interrogatorio mejoradas” (eufemismo de la administración Bush por la tortura) hacer por sí mismos no producen información útil; más bien, que producen la condición de sumisión total que facilitará la extracción de inteligencia procesable.

Mitchell, como el ex director de la CIA Michael Hayden y otros que han defendido el programa de tortura, sostiene que un error fundamental en el informe del Senado es la elisión de  medios  (waterboarding “rehidratación rectal,” semanas o meses de la desnudez en la oscuridad total y el aislamiento, y otras técnicas destinadas a romper los presos) y  termina el cumplimiento -Manufacturado, que, los defensores afirman, permitió a la abundante colección de inteligencia que mantiene seguros a los estadounidenses. (Esta afirmación es amplia y con autoridad contradicho en el informe.)

Como estadounidenses desde la carretera de circunvalación al corazón debate, otra vez, la legalidad y la eficacia de “interrogatorio mejorado”, se nos recuerda que “la tortura” ha perdido su estigma como una conducta moralmente censurable y criminal. Eso fue evidente en la primaria presidencial del GOP 2012, cuando más de la mitad de los candidatos se comprometió a traer de vuelta el submarino, y se encuentra en plena pantalla ahora. En  Meet the Press , por ejemplo, el ex vicepresidente Dick Cheney, que funcionalmente encabezó la seguridad nacional jerarquía de toma de decisiones durante los años de Bush, anunció que “lo haría de nuevo en un minuto.”

Nadie ha rendido cuentas por la tortura, más allá de un puñado de juicios de soldados de bajo nivel y contratistas. De hecho, la impunidad ha sido prácticamente garantizado como resultado de varias gangas de Fausto, que incluyen “escudo de oro” memorandos escritos por abogados del gobierno para la CIA; posteriori de inmunidad por crímenes de guerra que el Congreso inserta en la Ley de Comisiones Militares de 2006; clasificación y el secreto que aún envuelve el programa de tortura, tal como se puede comprobar en las redacciones del informe del Senado; y la posición de “mirar hacia adelante, no hacia atrás” que el presidente Obama ha mantenido a través de cada oleada de revelaciones públicas desde 2009. Una mayoría de América, al parecer, ha llegado a aceptar el legado de tortura.

experimentación con seres humanos, por el contrario, no ha sido políticamente reformado y transformado en una empresa legítima o justificable. Por lo tanto, sería nos tocaría a apreciar el hecho de que los arquitectos y ejecutores de tormentos negro de sitio fueron autorizados en los más altos niveles de la Casa Blanca y la CIA para experimentar con seres humanos. La lectura del informe a través de esta lente proyecta una luz diferente sobre cuestiones de rendición de cuentas y la impunidad.

La “guerra contra el terrorismo” no es la primera incursión de la CIA en la experimentación humana. En los albores de la Guerra Fría, los científicos y los médicos alemanes con antecedentes nazis de experimentación con seres humanos se les dio nuevas identidades y llevados a los Estados Unidos bajo la Operación Paperclip. Durante la Guerra de Corea, alarmado por la rapidez impactante de averías prisioneros de guerra estadounidenses y adoctrinamiento por sus captores comunistas, la CIA comenzó a invertir en la investigación de control mental. En 1953, la CIA estableció el programa MK-ULTRA, cuya primera fase involucrada hipnosis, electroshock y las drogas alucinógenas. El programa se desarrolló en experimentos de tortura psicológica que se adaptaron elementos de los modelos soviéticos y chinos, entre ellos de pie durante mucho tiempo, el aislamiento prolongado, privación del sueño y humillación. Esas lecciones pronto se convirtió en un aplicado “ciencia” en la Guerra Fría.

Durante la guerra de Vietnam, la CIA desarrolló el programa de Phoenix, lo que combinado con la tortura psicológica interrogatorios brutales, experimentación con seres humanos y ejecuciones extrajudiciales. En 1963, la CIA produjo un manual titulada “Kubark Contrainteligencia Interrogation” para guiar agentes en la técnica de extracción de información de fuentes “resistentes” mediante la combinación de técnicas para producir “debilidad, desorientación y temor.” Como los comunistas, las tácticas CIA evitado en gran parte que violentamente orientar el cuerpo en favor de aquellos que se dirigen a la mente atacando sistemáticamente todos los sentidos humanos con el fin de producir el estado deseado de cumplimiento. El modelo del programa Phoenix fue incorporada en el plan de estudios de la Escuela de las Américas, y una versión actualizada de la guía Kubark, producido en 1983 y titulado “Manual de Explotación de Recursos Humanos”, fue difundida a los servicios de inteligencia de los regímenes de derecha en América Latina y el sudeste de Asia durante el mundial “guerra contra el comunismo”.

A mediados de la década de 1980, las prácticas de la CIA se convirtió en objeto de investigaciones del Congreso sobre las atrocidades apoyadas por Estados Unidos en América Central. Ambos manuales se hizo público en 1997 como resultado de la Ley de Libertad de Información de litigios por  The Baltimore Sun . Eso habría parecido como un momento “nunca más”.

Sin embargo, aquí estamos de nuevo. Esto nos lleva de nuevo a Mitchell y Jessen. Debido a su experiencia como instructores en el programa de la militar Supervivencia, Evasión, Resistencia, Escape (SERE), después de 9/11 fueron contactados por funcionarios de alto rango del Pentágono y, más tarde, por los abogados que querían saber si algunas de esas técnicas SERE podría ser invertir técnicamente para obtener sospechosos de terrorismo a hablar.

El camino de las hipotéticas abstractos (puede ser ingeniería inversa SERE?) Para el uso autorizado de las cajas de confinamiento waterboarding y se ejecuta directamente en el terreno de la experimentación con seres humanos. El 15 de abril de 2002, Mitchell y Jessen llegaron a un lugar negro en Tailandia para supervisar el interrogatorio de Abu Zubaydah, el primer “detenido de alto valor” capturado por la CIA. Para julio, Mitchell propuso técnicas más coercitivas a la sede de la CIA, y muchos de éstos fueron aprobados a finales de julio. A partir de entonces hasta que el programa se seca atracado en 2008, al menos treinta y ocho personas fueron sometidas a torturas psicológicas y físicas, y los resultados fueron metódicamente documentadas y analizadas. Esa es la definición de libro de texto de la experimentación humana.

Mi punto no es para minimizar la ilegalidad de la tortura o de los imperativos legales para perseguir la responsabilidad de los autores. Por el contrario, debido a que el concepto de la tortura ha sido tan confusa y disputado, sugiero que la responsabilidad sería más aceptable si públicamente Reframed programa de la CIA como uno de experimentación con seres humanos. Si lo hemos hecho así, sería más difícil alabar o autores excusa como “patriotas” que “actuaron de buena fe.” A pesar de que la tortura se ha convertido en una prueba de Rorschach entre las élites políticas que juegan a la opinión pública en la mañana programas dominicales, la experimentación humana no tiene tal comunidad de defensores y apologistas
