Average receipts of water, garbage, light and gas have risen 47% in the last eight years, a period in which household income fell by 16%, according to surveys of Living Conditions and Family Budgets of INE (Statistics National Institute).

In parallel, and according to the Family Budget Survey, in this case with data from 2008 to 2016 , the average expenditure of the Aragonese families in these basic supplies went from 946.81 euros to 1,398.18. They increased by 47.67%, from less than 3% of household income (2.84%) to almost 5% (4.99%).
Light rises 46% and gas 57%
The bulk of this increase goes to the income accounts of companies in the energy sector; Especially those of the electric, who have seen their domestic income continue to grow irrespective of whether the consumption of that energy in Spain fell by a third, from 3,953 to 2,641 kilowatts per family per year between 2010 and 2015, as a result of the savings Of families and the implementation of efficiency measures.
In the case of Aragon, the reduction of consumption was paralleled by a 46.35% increase in the invoice: the 223.88 euros that separate the 504.50 in 2007 from the 728.38 in 2015.
The rise in gas, whose consumption was partly boosted by the use of households as a heating alternative to electricity, resulted in a higher percentage: 57.25%, from 214.07 to 336.63 euros in eight years.

The unfeasibility of the plan, which is being corrected by the current autonomic executive, led the community to launch the ICA, with which it expects to collect only 28.85 million euros in Zaragoza in 2045.
