This article shows that, while making such peremptory interventions, Donald Trump, discreetly maintains its foreign policy goals, despite the almost unanimous opposition of Congress. Although we have already forgotten it, at the time of his arrival at the White House, Donald Trump expressed positions that contradicted some of his election speeches. The commentators accused him at the time of being unable to resort to the use of force and, ultimately, to be an isolationist for weakness, interpretation they abandoned on April 7, following the American bombing against the Syrian base of Shayrat with 59 Tomahawk missiles. After returning to the cargo, the same commentators again accused him of weakness, but by then they did it by highlighting a moral relativism that supposedly prevented Trump from perceiving how dangerous the enemies of the United States were.

At the moment of the almost unanimous vote of the Congress against him, it seemed that the president was defeated. He separated abruptly from his special adviser Steve Bannon and, in what seemed a reconciliation with the establishment, he attacked successively against North Korea, Venezuela, Russia and Iran.

On August 8, he launched a dwarf against Pyongyang, announcing that the "threats" of North Korea would be faced with "fire, rage and force, as never before had the world seen." That triggered a verbal escalation between both sides that made it possible to think about the imminence of a nuclear war, to the extent that the Japanese lowered to dust the anti-atomic refuges and some inhabitants of Guam, US possession, preferred to leave the island.

On August 11, President Trump stated that he did not exclude the possibility of resorting to "the military option" to the "dictatorship" of Venezuelan President Nicolás Maduro. Caracas responded with the publication in the New York Times of a complete advertising page accusing him of being preparing a regime change in Venezuela, according to the coup d'état scheme used in Chile against Salvador Allende, and requested the solidarity of the American people before to the coup policy [2].

On October 13, Donald Trump delivered a speech where he accused Iran of being the global terrorist financier and questioned the agreement on the Iranian nuclear program that had negotiated its predecessor, Barack Obama. Prior to that speech, the State Department had issued a whole series of accusations of the same court against Hezbollah [3].

For commentators, Donald Trump is finally! following the right path ... but it goes too far and it hurts. Others consider it simply as a mentally ill and others say they rely on the hope that they are applying the "crazy dog" strategy, as did Richard Nixon, consisting in scaring the enemy by making him believe that one is capable of everything.

But, in practice, nothing has changed. Neither against North Korea, nor against Venezuela, nor against Russia. And neither in relation to Iran. On the contrary, move forward - as far as possible - Trump's policy against the creation of jihadist States. The Gulf countries have abandoned the support policy for the Islamic Emirate (Daesh), which has been defeated in Mosul and Raqqa. Yihadism is descending back to the sub-state category. Bannon, the ace in the manga

En este artículo no tomaremos posición en ese conflicto. Lo que haremos será analizarlo para comprender las contradicciones permanentes entre las declaraciones y los actos así como las incoherencias de la política exterior de Estados Unidos.

Barack Obama gozaba del respaldo de su administración y por tanto utilizaba su comunicación para lograr que el pueblo de Estados Unidos y el mundo admitieran sus decisiones. Así desarrolló el arsenal nuclear mientras afirmaba que iba a desmantelarlo. Así incendió y ensangrentó el Medio Oriente ampliado después de anunciar un reset con el mundo musulmán, etc.

Donald Trump, por el contrario, está tratando de recuperar las instituciones de su país de manos de la clase dirigente para ponerlas al servicio del pueblo. Y para ello hace declaraciones en las que parece cambiar de opinión constantemente, sembrando así la confusión. Distrae a sus adversarios con sus gestos desordenados mientras que él prosigue pacientemente su política fuera de sus miradas.

Aunque ya lo hemos olvidado, en el momento de su llegada a la Casa Blanca, Donald Trump expresó posiciones que contradecían algunos de sus discursos electorales. Se le acusaba, entonces, de apartarse sistemáticamente de la política de su predecesor y de ser, en la práctica, demasiado favorable a Corea del Norte, Irán, Rusia y Venezuela.

El 11 de agosto, el presidente Trump declaró que no excluía la posibilidad de recurrir a «la opción militar» ante la «dictadura» del presidente venezolano Nicolás Maduro. Caracas respondió con la publicación en el New York Times de una página publicitaria completa donde lo acusaba de estar preparando un cambio de régimen en Venezuela, conforme al esquema de golpe de Estado utilizado en Chile contra Salvador Allende, y solicitaba la solidaridad del pueblo estadounidense frente a la política golpista [2].

El 31 de agosto, el Departamento de Estado inició una crisis diplomática con Rusia al ordenar el cierre de numerosos locales de la misión diplomática rusa en Estados Unidos y el recorte de la cantidad de diplomáticos rusos en suelo estadounidense. Aplicando el principio de reciprocidad, el ministerio ruso de Relaciones Exteriores cerró locales de la misión estadounidense en Rusia y redujo igualmente el personal diplomático estadounidense en su país.

El 13 de octubre, Donald Trump pronunció un discurso donde acusaba a Irán de ser el financista mundial del terrorismo y cuestionaba el acuerdo sobre el programa nuclear iraní que había negociado su predecesor, Barack Obama. Antes de ese discurso, el Departamento de Estado había emitido toda una serie de acusaciones del mismo corte contra el Hezbollah [3].

Para los comentaristas, Donald Trump está ¡por fin! siguiendo el camino correcto… pero va demasiado lejos y lo hace mal. Otros lo consideran simplemente como un enfermo mental y otros más dicen abrigar la esperanza de que esté aplicando la estrategia del «perro loco», como hizo Richard Nixon, consistente en asustar al enemigo haciéndole creer que uno es capaz de todo.

Pero, en la práctica, nada ha cambiado. Ni ante Corea del Norte, ni ante Venezuela, ni ante Rusia. Y tampoco en relación con Irán. Por el contrario, sigue adelante –en la medida de lo posible– la política de Trump contra la creación de Estados yihadistas. Los países del Golfo han abandonado la política de apoyo al Emirato Islámico (Daesh), que ha sido derrotado en Mosul y Raqqa. El yihadismo está descendiendo nuevamente a la categoría de sub-estado. Todo transcurre como si el presidente no hubiese hecho otra cosa que “hacer teatro” y ganar tiempo.

Bannon, el as en la manga

Del 13 al 15 de octubre tuvo lugar el encuentro Values Voter, en el Omni Shoreham Hotel de Washington. Un grupo de asociaciones de familias cristianas que la prensa dominante califica de racistas y homófobas organiza cada año esa conferencia. Esta vez numerosos oradores hicieron uso de la palabra, después del presidente de Estados Unidos, ante una audiencia eminentemente anti-establishment y Steve Bannon figuraba en el programa –a pedido del presidente Trump– a pesar de las protestas de algunos organizadores efectivamente homófobos que le guardan rencor a Bannon por haber popularizado al conferencista Milo Yiannopoulos, un joven homosexual que lucha contra la manipulación de los gays por parte de los demócratas.

Al hacer uso de la palabra, el ex consejero especial de la Casa Blanca arremetió de lleno contra los intereses de los multimillonarios de la globalización. Bannon, a pesar de que se le describe como un individuo de extrema derecha, milita a favor de que se le cobre a los súper-ricos un impuesto sobre el 44% de sus ingresos.

Bannon fustigó duramente a las élites, simultáneamente «corruptas e incompetentes», representadas por Hillary Clinton; gente que –subrayó Bannon– ha encontrado un interés personal en la destrucción de empleos en suelo estadounidense y en el traslado de esos puestos de trabajo hacia China. Bannon acusó a esas élites de tratar de destruir al presidente Trump, así como a su familia y amigos. Cuestionó al senador Bob Corker, por haberse burlado del comandante en jefe afirmando que es incapaz de dirigir el país sin provocar una Tercera Guerra Mundial, y al líder de la mayoría senatorial, Mitch McConnell, por organizar el sabotaje contra Trump. Bannon recordó además su visión del nacionalismo económico al servicio de la República estadounidense, igualitaria independientemente de la raza, la religión y la preferencia sexual de cada cual. Y concluyó diciendo que ya que el Partido Republicano ha declarado la guerra al pueblo estadounidense, este último le hará la guerra.

Los amigos de Bannon se pronunciaron de inmediato contra los caciques del Partido Republicano para arrebatarles las investiduras partidistas en todas las elecciones locales. Por ser esta una situación inédita, nadie sabe si lograrán alcanzar ese objetivo, pero es evidente que el éxito de Bannon en esta conferencia es para ellos un buen augurio.

El doble juego de la Casa Blanca

En una reunión del gabinete, el presidente Trump dijo entender la frustración de su ex consejero especial porque «el Congreso no está haciendo su trabajo», a pesar de que los republicanos son mayoritarios. Y después fue a exhibirse junto al senador McConnell asegurando que calmará a Bannon… sobre algunas cosas.

O sea, el presidente sigue con sus declaraciones extravagantes, para contentar al Congreso, mientras que utiliza a su ex consejero para deshacerse de los dirigentes del Partido Republicano.

Estamos siendo testigos de una lucha que ya no es de carácter político sino cultural. En ella se enfrentan el pensamiento puritano y las ideas de la República –o sea, del Bien Común [4].

Visto desde el exterior, nosotros constatamos que tras sus declaraciones extremas, Donald Trump prosigue discretamente su accionar contra Daesh. Cerró el flujo de fondos al Emirato Islámico y favoreció la recuperación de las ciudades que ese grupo yihadista consideraba como sus capitales. Convirtió la OTAN en una organización anti-yihadista. No podemos saber, por el momento, si continuará, después de la destrucción de Daesh, la lucha contra los demás grupos yihadistas ni cómo reaccionará ante las iniciativas del Pentágono tendientes a acabar con las estructuras de los Estados del noroeste de Latinoamérica y del sudeste asiático. Queda mucho camino por recorrer antes de lograr convertir el imperio decante en una República.
