29th March 2019. Mike Quinsey. People have been waking up for some time now to their ability to demand better representation, as their leaders have not truly put them at the head of their list. It seems that some are more interested in service to self, and it is time more attention was given to the needs of the people. Governments have proved to be too big to provide personal attention to the problems that have arisen. There is an arguable need for smaller groups that are given adequate power to serve the people on a more personal basis. Local Councils are an obvious choice if given the power and financial assistance that would be needed. In some countries the people are virtually ignored and have openly stood up against those in charge. The mood for change is very powerful and it must come if you are to move with the times. Needed changes cannot be held back as the impetus is too powerful, but sometimes it is a hard struggle to get going when the dark Ones still interfere with progress. The greater plan for your evolution has been in place for eons of time, and it comes from the experiences of many different groups. You could certainly say that your plan has been well tried and tested, and you have the benefit of knowledge previously gained. Your life styles may be different but the basic experience is suited to all types of souls. The main aim is to achieve a realisation of the existence of soul groups and know that you all came from the same Source – The Supreme Creator. You may “wear” different bodies and your lifestyle may be unusual, but the fact remains that you are all souls that have come from the same Source. You all have the same goals and that is to bring your experiences back to the Godhead. The enormity of Space that seems endless is beyond a mortal’s imagination, and to think that it is filled with all types of life at different stages of evolution. It begs the question as to what great life form oversees it all, and how can such a massive set up be controlled and administered so well that everything seems to operate so smoothly. Well that will remain a mystery for the time being until you are yourselves more evolved and able to comprehend it. You still have much to do and learn and you have only just started your journey. You have some concepts to grasp as you make your way forward and possibly the fact that all is in the now is the hardest one to understand. By all means give it thought and if you are ready your Guides will help you understand a different type of existence. It is called progress as you make the return journey from whence you came. The apparent isolation that we seem to have been in for thousands of years, is to ensure that as a freewill planet we are allowed to live by our freewill and consequently are responsible for the outcome. It is a sure way of learning how to evolve in a manner that results in our gradual evolution. Visitors to your planet are of course normally kept at bay, or at least restricted to only being allowed as observers. An exception was the presence of the Anunnaki who by their actions covered a phase of our needed experiences, whilst at the same time clearing old karma. It is true that nothing happens by chance, and events of any note can help many, many souls even if they were not directly involved in the actions that brought it about. Karma has served its purpose but is not now necessary to the extent it was previously, as most is cleared very quickly. It must seem strange to you that a comparatively small percentage of souls can give out so much light that it can actually carry man forward and onto a higher level of vibrations such as you are enjoying now. Yes, some souls will dispute that point but they do not have such a panoramic view of what is happening on Earth as we do. Plus it is harder to comprehend what is going on when you are in the middle of what is taking place. Furthermore you cannot see the potential that exists, particularly at this time when you are in the midst of the changes. We can assure that out of the chaos the new pathways will become apparent, and make good the promises of better times, when all things will happen for the better good of the people. When the plan for your individual evolution is worked out, you are allotted Guides who have the experience to see you through such matters. They will lead you and inspire you so that as far as possible you follow your agreed path. Helping other souls along is the work of more highly evolved souls, who have experience in the same type of challenges as you are facing. Sometimes you will feel them around you along with the deceased amongst your own family, who love to occasionally visit you to see how you are doing. They like you to know they are with you, and sometimes you will feel them around you. They do not sit in the bath with you or do anything that you would find embarrassing, but particularly in your quiet moments they choose to let you know they are around. It will not be your imagination, so do not dismiss those feelings of contact being made with you. Can you imagine the joy and laughter when those who have risen up know that you are due to leave the Earth. There is no sorrow or mourning but excitement at the thought that you are returning to the Light, and all of your family and friends that have passed on will be there to greet you. It will be celebrations all round in what is known as the Summerland for obvious reasons. There is absolutely nothing wrong in looking forward to the reunion that awaits you, and with the right approach you can enjoy your return to the higher levels that you descended from to incarnate. Bear in mind that in the higher levels you still have an “Earth Body” but not the heavy and dense version you left behind, but one that can be changed by the power of your thought. You can literally think things into being. As you can imagine, compared to your Earth experiences that are mainly very demanding and often tiring, in the higher levels you feel refreshed and full of life. So much so that you do not need to lay your body down for long periods to “recharge” as you did on Earth. So much is different but will be to your liking and very satisfying. We know that some of you will jokingly ask if you can take your mobile phones with you, but in any event you would not need them as you communicate with each other by the power of thought. 90% of the table salt is contaminated with microplastics

A new study looked at

sea, rock, and lake salt

sold around the world.

Here's what you need to know...

Microplastics were found in sea salt several years ago.

But how extensively plastic bits are spread throughout the most commonly used seasoning remained unclear. Now, new research shows microplastics in 90 percent of the table salt brands sampled worldwide.

Of 39 salt brands tested, 36 had microplastics in them, according to a new analysis by researchers in South Korea and Greenpeace East Asia.

Using prior salt studies, this new effort is the first of its scale to look at the geographical spread of microplastics in table salt and their correlation to whereplastic pollution is found in the environment.

"The findings suggest that human ingestion of microplastics via marine products is strongly related to emissions in a given region," said Seung-Kyu Kim, a marine science professor at Incheon National University in South Korea.

Salt samples from 21 countries in,

• Europe
• North and South America
• Africa
• Asia,

...were analyzed.

The three brands that did not contain microplastics are from,

• Taiwan (refined sea salt)
• China (refined rock salt)
• France (unrefined sea salt produced by solar evaporation)

The study (Global Pattern of Microplastics in Commercial Food-Grade Salts) was published this month in the journal Environmental Science & Technology.

The density of microplastics found in salt varied dramatically among different brands, but those from Asian brands were especially high, the study found.

The highest quantities of microplastics were found in salt sold in Indonesia.

Asia is a hot spot for plastic pollution, and Indonesia - with 34,000 miles (54,720 km) of coastline - ranked in an unrelated 2015 study as suffering the second-worst level of plastic pollution in the world.

In another indicator of the geographic density of plastic pollution, microplastics levels were highest in sea salt, followed by lake salt and then rock salt.

The new study is the fifth on salt published in recent years.

Sherri Mason, a professor at the State University of New York in Fredonia, who partnered with researchers at the University of Minnesota on a separate salt study, said in an interview the new findings add "another piece to the puzzle" to assessing the impact of microplastics.

"That fact that they found higher counts in Asia is interesting. While not surprising, you still have to have the data," she says.

"The earlier studies found traces of microplastics in salt products sold in those countries, but we haven't known how much."

The new study, she says,

"shows us that microplastics are ubiquitous. It's not a matter of if you are buying sea salt in England, you are safe."

Is this harmful?
The new study estimates that the average adult consumes approximately 2,000 microplastics per year through salt. What that means remains a mystery.

A separate study by the University of York in Britain that sought to assess the risks of microplastics to the environment, published Wednesday, concluded not enough is known to determine if microplastics cause harm.

The review of 320 existing studies found "major knowledge gaps" in scientific understanding of the impact of microplastics.

The studies examined different types of microplastics, including,

• microbeads
• fragments
• fibers,

...leading to a "mismatch" of data that makes comparisons akin to comparing "apples to pears," Alistair Boxall, a University of York geography professor and co-author of the study, said in a statement.

"Based on our analysis, there is currently limited evidence to suggest microplastics are causing significant adverse impacts," he said.

"There is an urgent need for better quality and more holistic monitoring studies alongside more environmentally realistic effects studies on the particle sizes and material types that are actually in the environment."

That new study (Microplastics in the Aquatic Environment - Evidence for or against Adverse Impacts and Major Knowledge Gaps), funded by the Personal Care Products Council (PCPC), an industry trade group, was published in the journal Environmental Toxicology and Chemistry.

Boxall added that the focus on microplastics may divert attention from worse environmental (and more easily identifiable) pollution problems, such as small particles released from car tires.

Investigadores de la universidad de Nueva York descubrieron que la sal de mar contiene microplasticos.

Un año después de este descubrimiento, investigadores de Corea del sur demostraron que el 90% de la sal usada para cocinar tiene diminutas piezas de plástico.

Una investigación (Global Pattern of Microplastics in Commercial Food-Grade Salts) realizada por la revista Environmental Science & Technology sugiere que un adulto consume 2000 microplasticos al año.

Por desgracia todo esto se debe a la presencia masiva de plásticos en los océanos y lagos de todo el mundo.

Investigadores de la Universidad Nacional de Incheon y Greenpeace East Asia comenzaron a investigar.

Examinaron 39 marcas en 21 países y encontraron así, microplasticos en 36 de ellas.

El lugar donde la sal está más contaminada es Asia.

Tres de las marcas sin contaminación se encuentran en Francia, Taiwán y China.

Qué nos cuentan los estudios
Sherri Mason, la autora del estudio el año pasado en la Universidad Estatal de Nueva York dice:

"El estudio nos muestra que los microplásticos son omnipresentes".

Además indica que,

"No creas que si estás comprando sal marina en Inglaterra, estás a salvo".

Greenpeace East Asia indica que existe un gran vínculo entre la contaminación plástica de un lugar y la cantidad de microplásticos ingeridos en un año por los habitantes de ese lugar, sin ser conscientes.

Otro estudio (Plastic Waste Inputs from Land into the Ocean) coloca a Indonesia en el segundo nivel más alto de contaminación. Se descubrió que las marcas de sal de ese país contienen en su gran mayoría microplasticos.

El director ejecutivo del Programa de las Naciones Unidas para el Medio Ambiente, Erik Solheim, califica el estudio como aterrador.

"Más evidencia de la aterradora proliferación de la contaminación plástica".

Pero a su vez mantiene la esperanza de que además de estos estudios, los gobiernos y empresas tomen conciencia y reduzcan el uso de plásticos.

No es ningún secreto que nuestro ADN es único en muchos sentidos, y una de esas formas incluye la capacidad de almacenar enormes cantidades de datos. Microsoft colaboró con la Universidad de Washington (EE. UU.) para demostrar el almacenamiento totalmente automatizado de datos de ADN, que es un paso importante en el desarrollo de tecnología para laboratorios de investigación y centros de datos comerciales.

Los investigadores del equipo lograron guardar con éxito la palabra "hola" en fragmentos de ADN y luego los convirtieron de nuevo en datos digitalesutilizando un sistema automatizado de extremo a extremo.

Los expertos estaban explorando formas de llenar el vacío entre la enorme cantidad de datos con los que tratamos a diario y encontrar un dispositivo que pueda almacenar esos datos. Para llenar el vacío, los expertos produjeron algoritmos y tecnologías de computación molecular que podían codificar y recuperar datos.

Eso es lo que inspiró a los investigadores a desarrollar un almacenamiento de ADN completamente automatizado que consiste en moléculas de ADN generadas en laboratorio. Además, el sistema se puede cifrar antes de enviarlo a un sistema informático para mayor seguridad.

Sin embargo, los investigadores necesitaban encontrar una manera de hacer que el sistema funcionara como una solución de almacenamiento comercial, y lo primero que se debía hacer era disminuir el costo de la síntesis del ADN y el proceso de secuenciación que se utiliza para extraer la información. Según los investigadores, las nuevas tendencias tecnológicas sugieren que ya se está avanzando en esa dirección.

Almacenamiento 'eterno'

Si la solución se desarrolla adecuadamente, el ADN podría durar mucho más que las unidades de almacenamiento tradicionales, como los discos duros y las unidades de estado sólido, que se degradarán en menos de una década. "Definitivamente estamos viendo el nacimiento de un nuevo tipo de sistema informático, en el que se utilizan moléculas para almacenar datos y componentes electrónicos para el control y el procesamiento. Ponerlos juntos tiene algunas posibilidades realmente interesantes para el futuro ", dijo Luis Ceze, profesor de la Escuela UW Allen.

¿Qué diferencia hay con el almacenamiento tradicional?

El almacenamiento de datos de ADN es muy diferente en comparación con los ordenadores basados en silicio porque necesitan usar diferentes líquidos para que las moléculas estén en movimiento. Los líquidos, a diferencia de los electrones, se mueven de manera diferente y necesitan nuevos métodos de ingeniería para ponerlos en práctica.

(FEE) It’s hard to think of a more fundamental right than the right to determine what happens to one’s own body. Forcing someone to undergo medical treatment against their will violates this most basic of rights—the right to be free from physical assault. Yet even some libertarians have jumped on the mandatory vaccination bandwagon, arguing that one person not taking every possible precaution against contracting a disease constitutes an assault against another. But this line of thinking requires some very tortured logic.

What Rights?

To begin with, nobody has a “right” to a germ-free environment outside of their own property (and good luck establishing one there). Proponents of vaccine mandates assert this “right” as if it is a long-standing social or legal norm, but it is not. Human beings have been living among each other for millennia, and there has never been a widely asserted right to freedom from any and all pathogens at others’ expense.

There has, historically, been a widely held and asserted expectation of quarantine in the case of exceptionally dangerous illnesses. However, this is not at all what the proponents of mandated vaccines are calling for. Quarantine is simply the demand that those who are already infected with a disease remain isolated in their homes or elsewhere until they are no longer able to infect others.

This is profoundly different from what the pro-mandate crowd demands: that those who are not infected undergo a medical procedure to minimize their chances of becoming infected. This is a much more intrusive demand and a potentially dangerous one.

Seriously? Measles?

Furthermore, measles—the scariest thing the mandate pushers can come up with—is not even on the list of federally quarantinable diseases. And rightly so, as it hardly qualifies as an exceptionally dangerous disease in the developed world.

Long before the vaccine was available, the mortality rate had fallen to around 1 in 10,000 cases, and it was widely considered to be a benign childhood illness that nearly everyone contracted.

So what has changed in the last few years? How is it that all of a sudden, measles has gone from a disease not even worthy of mandatory quarantine for the infected to one that has generated near-mass hysteria and demands for the far more intrusive forced medical intervention against those who are not infected?

What About Herd Immunity?

In 2016, then-Libertarian presidential candidate Gary Johnson announced that he had reversed his position on vaccine mandates and now supported them. The reason? Someone told him about herd immunity:

…I’ve come to find out that without mandatory vaccines, the vaccines that would in fact be issued would not be effective. So … it’s dependent that you have mandatory vaccines so that every child is immune. Otherwise, not all children will be immune even though they receive a vaccine.

Had Johnson looked just a little more deeply, he would have learned that the theory of vaccine-induced herd immunity is not as solid as its proponents would have us believe. The idea was first put forward by A.W. Hedrich in 1933, based on his observation that measles outbreaks were suppressed when 68 percent of children had contracted the measles virus. This observation had nothing to do with vaccination, as the measles vaccine had not even been developed yet.

This is an important distinction for a few reasons. Perhaps most importantly: While the immunity conferred by contracting measles lasts a lifetime, that conferred by vaccination does not. What this means is that a 90 percent vaccination rate does not equate to 90 percent of the population having immunity. As Dr. Russell Blaylock says:

It was not until relatively recently that it was discovered that most of these vaccines lost their effectiveness 2 to 10 years after being given. What this means is that at least half the population, that is the baby boomers, have had no vaccine-induced immunity against any of these diseases for which they had been vaccinated very early in life. In essence, at least 50% or more of the population was unprotected for decades.

If we listen to present-day wisdom, we are all at risk of resurgent massive epidemics should the vaccination rate fall below 95%. Yet, we have all lived for at least 30 to 40 years with 50% or less of the population having vaccine protection. That is, herd immunity has not existed in this country for many decades and no resurgent epidemics have occurred. Vaccine-induced herd immunity is a lie used to frighten doctors, public-health officials, other medical personnel, and the public into accepting vaccinations.

The larger point, though, is that even if the idea of vaccine-induced herd immunity did hold up to scrutiny, it would at best be a positive externality—not something that anyone has the right to demand from others at gunpoint.

But What about Those Who Cannot Be Vaccinated?

Others have written more comprehensively on the fallacy of using medically fragile people as an excuse for forcing everyone to be vaccinated. So I’ll just say this: Nobody has an obligation to vaccinate themselves or their children in order to protect the most medically vulnerable among us.

My own daughter is intellectually disabled and suffers from seizures. Much of the outside world is a dangerous and scary place where she could easily be badly hurt or worse. Yet I would never dream of using force to compel those around me to make the world safe for my daughter. Keeping her safe is my job and my husband’s job—not everyone else’s.

I doubt that those who promote this line of thinking have really thought through the implications of what they are asking for: requiring everyone to alter their lives and actions in order to accommodate the most medically fragile, at all times and in all spaces. What they are demanding has implications far beyond vaccines.

Adults Too?

Why should you and I and the vast majority of all adults in the US be exempt from the requirement to be completely up to date on all of the vaccines the CDC and its pharmaceutical industry cronies have decided we should have? Are we not also committing aggression every day we go out in public, exposing others to diseases we do not yet have but might possibly contract?

Of course, if disease transmission is really what the proponents of vaccine mandates are worried about, then they should also demand that those recently vaccinated with live-virus vaccines not be allowed in schools or any public spaces. And if they aren’t demanding this, then one has to wonder whether the transmission of disease really is their primary concern.

The bottom line, though, has nothing to do with the science behind vaccines, nor with herd immunity, nor competing claims about vaccine safety and vaccine harm. Nor does it have to do with how serious diseases like measles are or are not. It is simply this: You do not have the right to force a medical procedure on another person.

This is libertarian thinking 101. You are free to do whatever you wish with what is yours—and other people are not yours. You do not own them, and you do not get to make decisions over their bodies and their lives. You may exclude them from your property if you wish, but you may not force them to undergo medical (or non-medical) procedures against their will. You don’t even have to be a libertarian to understand this. The right to bodily integrity, to be free from assault, is the most fundamental of all human rights. If it is not protected, then no other rights even matter.

Template Building For “New” Realities Continues

Aloha Love Family,

My love goes out to each one of you… for your openness, your caring, your sharing, your embracing, your honoring and LIVING your highest everything too. Observing from a multi-dimensional level, there is so very much going on…. Each in their own current phase of their own journey, living/experience what is most important for “this now”. Your “part” so very important, in “how” you play your own current realities out, as each affects the “whole” in various ways, all having purpose in the massive Transition of CONSCIOUSNESS EVOLUTION, that takes place in every way.

I’m not going to make this update long, as there’s so very much involved. Instead I will do a “short update” and write/share more as is appropriate as we all continue/go. We each have “templates” in our bodies, that “create” our REALities here. These templates are the FOCUS of everything now, as they “dictate” the physical experience we have here.

These templates, on a human level, held the codes, the schematics, the programs, the structures (and more) “in place”… which were linear and construed of various things. All of our “human dreams” and beliefs, constructed of many things. Every human experience, every word, everything we were told/taught/learned and “believed”, created the “illusion” of what all called REAL (ity)… and “then it’s time to “wake up”… and all of this begins to change… (because it’s supposed to)….

At this “point” (a Zero Point “marker”), we start to feel differently, see things we could not see before and our ability to “control” all the old ways, these won’t “work” anymore….

Our whole LIVES start to “change” and “how we live and exist, undergoes great “changes” too. How we feel starts to “take over”, which is an important cleansing process of Awakening, where all move from a “fixed thinking” real-ity to a “messy” feeling real-ity for awhile….

This is a part of a much bigger picture/process, where our cellular bodies and our body TEMPLATES are being “realigned” through electro-magnetics and “new codes” for “real”ities, housed in our “sleeping” (dormant) DNA and our whole BODY is waking up to “come online” with NEW EARTH REALITIES that will supersede all of the “old” of “before”….

When I said March was going to be HUGE and the whole month to “do” the immense re-writing process, I wasn’t joking. We are STILL completing the process now…. as the NEW EARTH CRYSTALLINE AND PLASMA GRIDS start to charge up, as a Gatekeeper/Gridkeeper, I “prepare” to “come back online”, with my body and own realities, after a whole month of dedicated service to the holding of these “new codes” fully, without the distortions of the old…. which is beyond important for us all to embrace/honor, however that presents for us. These “new” template re-writes, once “locked in” (almost there, yet not quite), will then take us into the “next phase”, which is always accelerating to bring us all further online with much higher vibrational/dimensional REALITIES… where all is much higher aligned than all of our “before”.  Because we have so many templates for realities running, the process for “completion” is also much more vast.

All of the way up to the 12D template, each template undergoes an immense re-write process and whatever is relative for each.  Keep embracing the beauty through PURE PRESENCE and Deep Sacred Connection. Everything else will present for you to CHOOSE what you will allow your realities to be. ♥

SUBJECT:        Federal Housing Finance Reform

The housing finance system of the United States is in urgent need of reform.  During the financial crisis of 2008, the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) — collectively known as the Government-sponsored enterprises (GSEs) — suffered significant losses due to their structural flaws and lack of sufficient regulatory oversight.  To prevent their failure, the GSEs received support from the Federal Government and were placed into conservatorship in September 2008.  The Housing and Economic Recovery Act of 2008 enacted important reforms to the supervision, oversight, risk management, and governance of the GSEs.  The GSEs remain in conservatorship, however, and the housing finance system continues to face significant and fundamental challenges.  To date, the GSEs are the dominant participants in the housing finance system and lack real competitors.  The lack of comprehensive housing finance reform since the financial crisis of 2008 has left taxpayers potentially exposed to future bailouts, and has left the Federal housing finance programs at the Department of Housing and Urban Development potentially overexposed to risk and with outdated operations.  Accordingly, it is time for the United States to reform its housing finance system to reduce taxpayer risks, expand the private sector’s role, modernize government housing programs, and make sustainable home ownership for American families our benchmark of success.  In order to resolve these ongoing challenges and by the authority vested in me as President by the Constitution and the laws of the United States of America, I hereby direct the following:

Section 1.  Framework to Reform the GSEs.  (a)  The Secretary of the Treasury is hereby directed to develop a plan for administrative and legislative reforms (Treasury Housing Reform Plan) to achieve the following housing reform goals:
(i)    Ending the conservatorships of the GSEs upon the completion of specified reforms;

(ii)   Facilitating competition in the housing finance market;

(iii)  Establishing regulation of the GSEs that safeguards their safety and soundness and minimizes the risks they pose to the financial stability of the United States; and

(iv)   Providing that the Federal Government is properly compensated for any explicit or implicit support it provides to the GSEs or the secondary housing finance market.

(b)  The Treasury Housing Reform Plan shall include reform proposals to achieve the following specific objectives:

(i)     Preserving access for qualified homebuyers to 30 year fixed-rate mortgages and other mortgage options that best serve the financial needs of potential homebuyers;

(ii)    Maintaining equal access to the Federal housing finance system for lenders of all sizes, charter types, and geographic locations, including the maintenance of a cash window for loan sales;

(iii)   Establishing appropriate capital and liquidity requirements for the GSEs;

(iv)    Increasing competition and participation of the private sector in the mortgage market, including by authorizing the Federal Housing Finance Agency (FHFA) to approve guarantors of conventional mortgage loans in the secondary market;

(v)     Mitigating the risks undertaken by the GSEs, including by altering, if necessary, their respective policies on loan limits, program and product offerings, credit underwriting parameters, and the use of private capital to transfer credit risk;

(vi)    Recommending appropriate size and risk profiles for the GSEs’ retained mortgage and investment portfolios;

(vii)   Defining the role of the GSEs in multifamily mortgage finance;

(viii)  Defining the mission of the Federal Home Loan Bank system and its role in supporting Federal housing finance;

(ix)    Evaluating, in consultation with the Secretary of Housing and Urban Development and the Director of the Bureau of Consumer Financial Protection, the “QM Patch,” whereby the GSEs are exempt from certain requirements of the Qualified Mortgage (QM) determination;

(x)     Defining the GSEs’ role in promoting affordable housing without duplicating support provided by the Federal Housing Administration (FHA) or other Federal programs; and

(xi)    Setting the conditions necessary for the termination of the conservatorships of the GSEs, which shall include the following conditions being satisfied:

(A)  The Federal Government is fully compensated for the explicit and implicit guarantees provided by it to the GSEs or any successor entities in the form of an ongoing payment to the United States;

(B)  The GSEs’ activities are restricted to their core statutory mission and the size of investment and retained mortgage portfolios are appropriately limited; and

(C)  The GSEs are subjected to heightened prudential requirements and safety and soundness standards, including increased capital requirements, designed to prevent a future taxpayer bailout and minimize risks to financial stability.

(c)  For each reform included in the Treasury Housing Reform Plan, the Secretary of the Treasury must specify whether the proposed reform is a “legislative” reform that would require congressional action or an “administrative” reform that could be implemented without congressional action.  For each “administrative” reform, the Treasury Housing Reform Plan shall include a timeline for implementation.

(d)  In developing the Treasury Housing Reform Plan, the Secretary of the Treasury shall consult with the Secretary of Agriculture, the Secretary of Housing and Urban Development, the Secretary of Veterans Affairs, the Director of the Office of Management and Budget, the Director of the Bureau of Consumer Financial Protection, the Director of the FHFA, the Assistant to the President for Economic Policy, and the FHFA’s Federal Housing Finance Oversight Board.

(e)  The Treasury Housing Reform Plan shall be submitted to the President for approval, through the Assistant to the President for Economic Policy, as soon as practicable.

Sec. 2.  Framework to Reform the Programs of the Department of Housing and Urban Development, the FHA, and the Government National Mortgage Association (GNMA).  (a)  The Secretary of Housing and Urban Development is hereby directed to develop a plan for administrative and legislative reforms (HUD Reform Plan) to achieve the following housing reform goals:

(i)    Attempting to ensure that the FHA and GNMA assume primary responsibility for providing housing finance support to low- and moderate-income families that cannot be fulfilled through traditional underwriting;

(ii)   Reducing taxpayer exposure through improved risk management and program and product design; and

(iii)  Modernizing the operations and technology of the FHA and GNMA.

(b)  The HUD Reform Plan shall include reform proposals to achieve the following specific objectives:

(i)    Addressing the financial viability of the Home Equity Conversion Mortgage program;

(ii)   Assessing the risks and benefits associated with providing assistance to first-time homebuyers, including down-payment assistance;

(iii)  Defining the appropriate role of the FHA in multifamily mortgage finance;

(iv)   Diversifying FHA lenders through increased participation by registered depository institutions;

(v)    Enhancing GNMA program participation requirements and standards to ensure its safety and soundness and to protect borrower and investor interests; and

(vi)   Reducing abusive and unsound loan origination or servicing practices for loans in the GNMA program, including, if appropriate, by providing for cooperation with other loan program sponsors and regulators.

(c)  For each reform included in the HUD Reform Plan, the Secretary of Housing and Urban Development shall specify whether the proposed reform is a “legislative” reform that would require congressional action or an “administrative” reform that could be implemented without congressional action.  For each “administrative” reform, the HUD Reform Plan shall include a timeline for implementation.

(d)  In developing the HUD Reform Plan, the Secretary of Housing and Urban Development shall consult with the Secretary of the Treasury, the Secretary of Agriculture, the Secretary of Veterans Affairs, the Director of the Office of Management and Budget, the Director of the Bureau of Consumer Financial Protection, the Assistant to the President for Economic Policy, and the Assistant to the President for Domestic Policy.

(e)  The HUD Reform Plan shall be submitted to the President for approval, through the Assistant to the President for Economic Policy, as soon as practicable.

Sec. 3.  General Provisions.  (a)  Nothing in this memorandum shall be construed to impair or otherwise affect:

(i)   the authority granted by law to an executive department or agency, or the head thereof; or

(ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b)  This memorandum shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c)  This memorandum is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

(d)  The Secretary of the Treasury is authorized and directed to publish this memorandum in the Federal Register.

DONALD J. TRUMP
