España: La Generalitat denunció la poca cooperación del Gobierno de Rajoy en la lucha antiterrorista

El contencioso entre la Generalitat y el Gobierno central a cuenta del control de la lucha antiterrorista en Catalunya se mantiene desde hace años, pero en los últimos meses se había recrudecido, con el Govern acusando al Ejecutivo de Rajoy de vetar medidas indispensables para garantizar la seguridad en una situación de alerta 4 y tras la proliferación de atentados yihadistas contra centros turísticos europeos.

La tensión se convirtió en rifirrafe en junio, cuando el portavoz de ERC en el Congreso de los Diputados, Gabriel Rufián, pidió al nuevo ministro del Interior, Juan Ignacio Zoido que dimitiera "por miserable y por irresponsable", tras oponerse a la convocatoria de 500 nuevas plazas de Mossos d'Esquadra y negarse a aceptar la convocatoria de la Junta de Seguridad de Catalunya, fijada inicialmente por el president Carles Puigdemont para el 3 de julio, después de ocho años sin reunirse.

Zoido adujo que el medio millar de nuevos mossos era una decisión unilateral de la Generalitat que "ha superado con creces la tasa de reposición fijada", pero lo cierto es que según el acuerdo de 2006 entre el Gobierno y la Generalitat, los Mossos d'Esquadra deberían contar hoy con 1.500 agentes más de los que dispone actualmente. Porque el antecesor de Zoido, Jorge Fernández Díaz, también congeló la ampliación del cuerpo policial catalán.

El ministro del Interior también sostuvo que "en la conferencia de presidentes del pasado enero, a la que no asistió ningún representante de Catalunya, el presidente del Gobierno y los presidentes de las distintas comunidades autónomas estuvieron tratando este asunto y acordaron que en el marco de la oferta pública de empleo se procederá al análisis de las diferentes necesidades en los sectores prioritarios de las comunidades autónomas, en especial en seguridad". Así que Zoido argumentó: "Señor Rufián, es que aquí no vino nadie a enterarse de qué es lo que tenían que hacer".

En cuanto a la Junta de Seguridad fijada por Puigdemont, Zoido también alegó que era una decisión unilateral y explicó que no podía asistir en la fecha fijada porque tenía una reunión "con tres ministros del Interior de países limítrofes".

Rajoy premió al PNV integrando a la Ertzaintza en los mismos organismos antiterroristas en los que los Mossos piden entrar hace años

Sin embargo, poco antes del encontronazo Rufián-Zoido, el Gobierno de Rajoy sí había celebrado la Junta de Seguridad de Euskadi –tras cinco años sin reunirse– para integrar a la Ertzaintza en en el Centro de Inteligencia contra el Terrorismo y el Crimen Organizado (CITCO), así como el acceso de la Policía Vasca al sistema de alerta temprana y a la información policial europea (EUROPOL, SIENA, SIRENE). Precisamente lo que los Mossos y el Parlament de Catalunya llevan años reclamando.

Ese agravio comparativo –ejecutado sin duda para recompensar al Partido Nacionalista Vasco (PNV) por su apoyo a la investidura de Rajoy– indignó aún más al Govern, a los Mossos y hasta a los sindicatos de la policía catalana. La portavoz del sindicato mayoritario del cuerpo (SAP-Fepol), Imma Viudes, declaró a Público que se les estaba "usando como arma política" y que el veto de Zoido a la contratación de 500 agentes más era una "clara represalia" contra la Generalitat por el anuncio de un referéndum sobre la independencia para el 1 de Octubre.

Viudes llegó incluso a afirmar que los Mossos no eran capaces de "garantizar la seguridad" porque la falta de efectivos hace que no puedan cumplir con el número de horas de servicio que se requieren para la lucha antiterrorista.

Algo gravísimo en una comunidad donde se efectúa el 37% del total de las detenciones de extremistas islámicos en España, pese a que sólo cuenta con el 16% de la población española.

A los Mossos se les niega el acceso a datos de Interpol

En la primera reunión que mantuvo con Zoido, tras su nombramiento en noviembre, el conseller de Interior de la Generalitat, Jordi Jané, le pidió que los Mossos se incorporasen "plenamente como policía integral" a todos los organismos policiales, empezando por el CITCO, en el que sólo han sido incorporados –a partir de mayo de este año– en su mesa de evaluación. De hecho, a los Mossos se les niega desde hace años hasta el acceso a los datos de la Interpol, y el intercambio de información con los cuerpos policiales de otros países.

Hace sólo un mes, el conseller Jané cenó con un alto cargo del equipo de Rajoy para expresarle su preocupación por el bloqueo al que, en opinión de la Generalitat, le estaba sometiendo Interior en cuanto a la planificación antiterrorista, según ha podido saber Público. Una inquietud acrecentada por los avisos y amenazas recibidos últimamente por el Govern catalán.

Según informó ayer El Periódico de Catalunya, la Agencia Central de Inteligencia de EEUU (CIA) advirtió a España hace dos meses que Barcelona, y específicamente Las Ramblas, era uno de los objetivos del yihadismo. Alerta que se reafirmó el pasado 30 de julio cuando una cuenta en Twitter asociada al Estado Islámico anunció un atentado inminente en Al Andalus (los territorios españoles que fueron dominados por el Islam): “Vamos a implantar el califato en España y vamos a recuperar nuestra tierra. Ataque inminente en Al Andalus. Si Alá quiere”.

Dos años antes, el entonces embajador norteamericano, Eduardo Aguirre, había afirmado, en un informe filtrado por Wikileaks:

"Las autoridades españolas y estadounidenses han identificado Cataluña como el mayor centro mediterráneo de actividad de radicales islamistas. La elevada inmigración, tanto legal como ilegal, desde el norte de África (Marruecos, Túnez, Argelia), así como de Pakistán y de Bangladesh hace de esta región un imán para reclutar terroristas".

Tras las intensas presiones del Govern, finalmente Zoido acudió a la Junta de Seguridad de Catalunya, el pasado 10 de julio, y accedió a integrar los Mossos d'Esquadra en el CITCO –dirigido por José Luis Olivera, exjefe de la UDEF– y en la Mesa de Evaluación del riesgo terrorista. Sin embargo, quedó pendiente la integración de los Mossos en el sistema Siena de Europol de intercambios de información policial europea que también reclama la Generalitat.

Zoido se limitó a anunciar la creación de un grupo de trabajo para explorar la posibilidad de que los Mossos participen en el sistema de intercambios de información policial de Europol.

En la práctica, la integración de los Mossos en el sistema antiterrorista sólo es un "compromiso"

Como ha transcurrido poco más de un mes, de pleno verano, desde ese acuerdo, en la práctica poco se ha avanzado en esa integración de los Mossos con la estructura y los recursos antiterroristas de Interior, según diversos testimonios recogidos por Público. El propio Rufián afirma que el acuerdo del 10 de julio no es por el momento más que un "compromiso" sin materializar, y otros portavoces de partidos políticos catalanes admiten no saber si se ha hecho efectivo.

Según el portavoz del PDeCAT en la Comisión de Interior del Congreso, Sergi Miquel, "los Mossos no están aún dentro del sistema antiterrorista de Interior. Se les invita a algunas reuniones para evaluar el nivel de alerta antiterrorista y el día que se reunió la Junta de Seguridad se pactó algo parecido a un grupo de trabajo de en el marco de la Junta",

De hecho, Rajoy no convocó a los Mossos al gabinete de crisis gubernamental creado tras el atentado de las Ramblas, según fuentes de la Generalitat, mientras que en la reunión de coordinación de los Mossos sí estaban presentes representantes de la Policía Nacional y de la Guardia Civil.

Employees of a hedge fund founded by the king of the Institutional Left, billionaire and Democratic Party mega-donor George Soros, donated tens of thousands of dollars to top Republicans who fought against President Donald Trump in 2016, donation records compiled by the Center for Responsive Politics show.

The Conservative Post reports,

In total, executives with the Soros-founded company pushed $36,800 into the coffers of these GOP candidates just this past cycle. That does not include Super PACs or campaign committees, which saw tens of thousands of dollars more.

The biggest recipient of Soros-connected cash in the GOP was none other than House Speaker Paul Ryan, who repeatedly attempted to undermine Trump over the course of the election.

According to the records available online, the Soros firm’s workers gave $10,800 to Ryan.

But he was hardly the only anti-Trump Republican who received cash from Soros Fund Management employees over the course of 2016. 

Sen. Lindsey Graham (R-SC), a failed presidential candidate, received $3,500 from the firm’s employees, according to the Center for Responsive Politics data. That includes a $1,500 donation from Soros Fund Management executive Scott Bessent. Bessent has since left the firm to work at a different hedge fund, but “oversaw George Soros’s $30 billion fortune for the last four years” according to an early January 2016 article in Bloomberg.

The other two donations to Graham from the firm’s employees—both worth $1,000.

Fellow failed presidential candidate Sen. Marco Rubio (R-FL) raked in $2,700, while other failed GOP presidential candidates Ohio Gov. John Kasich and former Florida Gov. Jeb Bush also received $2,700 apiece from employees of the Soros firm.

Anti-Trump Sen. John McCain (R-AZ), a failed one-time GOP presidential nominee from 2008, got $2,500 from an executive at the Soros firm, while Boehner—who resigned amid a coup from conservatives—raked in $2,600 from an executive at the Soros firm.

According to the email which was sent in July, the money from Clinton’s campaign was diverted to the Super PACS of Jeb Bush, Carly Fiorina, and John Kasich.

The email says: “JB, CF, and JK PACS will be noticeably silent for the rest of the campaign. Each will receive a significant allowance from advertising budget. HRC is in the loop and has talked to all three personally. Eyes only.”
