Que els diners que s'estalvien els rics per no pagar impostos no beneficia la gent comuna ho va demostrar un diari tan poc sospitós d'esquerranisme com The Wall Street Journal. 

El rotatiu financer nord-americà va analitzar el període de la presidència de Bush fill després de rebaixar aquest els impostos a rics i molt rics. La conclusió del diari va ser que aquesta etapa, quan els rics van pagar menys impostos, va ser la de menor creació d'ocupació de la història recent dels EUA.

Per entendre l'estat de la fiscalitat espanyola i global cal recordar el paper dels anomenats paradisos fiscals :  

territoris on el secret bancari i l'anonimat dels propietaris de dipòsits i dels que especulen financerament són totals i on es paguen molt pocs impostos o no paguen. 

Secret, anonimat i impagament d'impostos (o ridículs) converteixen els paradisos fiscals en caus financeres que emmagatzemen una enorme i obscena riquesa oculta. 

I colador per no pagar els impostos que haurien de les grans empreses, multinacionals i grans fortunes. 

A més de màfies, grups organitzats de criminals i de terroristes que també amaguen els seus diners en paradisos fiscals.

Ser ric surt barat a Espanya

Una dada espanyol suggerent de la fiscalitat espanyola és que 34 de les 35 grans empreses i corporacions multinacionals espanyoles, que s'agrupen en l'índex borsari Ibex 35, tenen gairebé nou-centes delegacions o filials en paradisos fiscals. 

¿Per què si no és per evadir impostos?

Una altra fal·làcia fiscal a desmuntar és que el frau fiscal dels autònoms és enorme. No és cert. L'impagament d'impostos d'autònoms, petites i mitjanes empreses (evidentment també il·legal) amb prou feines suma el 8% del total del frau fiscal a Espanya. Els que evadeixen grans quantitats d'impostos són els rics, les grans fortunes i les grans empreses que evadeixen tres quartes parts del frau fiscal del país.

El resultat final és una insuficiència fiscal considerable i preocupant que provoca que els pressupostos generals siguin curts, a més de moure l'Estat a endeutar-se. 

Aquesta insuficiència és conseqüència de l'actual fiscalitat espanyola injusta i regressiva que gasta en funció del que es recapta i no es recapta prou. 

Però hauria de ser justament a l'inrevés: elaborar els pressupostos i recaptar per satisfer els drets i necessitats de la ciutadania, amb especial atenció als més desfavorits. 

Això significa que els pressupostos generals de l'Estat (PGE) han de ser suficients, a més de progressius i justos.

De confirmar tan mala notícia fiscal caldrà iniciar a Espanya una campanya sine die perquè aquest país, com ja tenen Itàlia i França, estableixi un ITF estatal que, a més de dissuadir part de l'especulació, recapti uns milers de milions d'euros que alleugin la insuficiència pressupostària.

Finalment una veritable reforma fiscal ha de restablir sense embuts ni trucs dels impostos sobre Successions, Donacions i Patrimoni, desapareguts de fet en algunes comunitats autònomes per gracioses bonificacions i exempcions concedides per governs autonòmics. 

Com el del PP de la Comunitat de Madrid, on es deixen de recaptar gairebé 400 milions d'euros anuals per la supressió de fet de l'Impost sobre el Patrimoni.

És possible i necessària una altra fiscalitat, però cal una ferma voluntat política per dotar el sistema fiscal de més progressivitat, donar més pes a impostos directes enfront dels indirectes i que el capital pagui impostos per la seva rendibilitat com el treball paga pels seus ingressos.

En fi, una veritable reforma fiscal ha d'incloure la reducció o supressió d'incentius i deduccions de l'impost de societats. I, per descomptat, ha de suposar la pressió fiscal que els països de l'eurozona. Segons les últimes dades d'Eurostat sobre pressió fiscal a la UE, Espanya té un 34,6%, enfront del 41,4% dels països de la zona euro (de la qual formem part). 

Dit d'una altra manera, si a Espanya la pressió fiscal fos la de l'eurozona, recaptaria 60.000 milions d'euros més a l'any.

I, per descomptat, una veritable reforma fiscal inclouria més personal i més mitjans per a l'Agència Tributària per acabar amb el frau fiscal, sobretot dels grans als quals ni tan sols es molesta, no es vagin a enfadar. 

Però, sobretot, ha d'imperar el principi de suficiència fiscal: no gastar en funció dels PGE aprovats sinó elaborar aquests segons les necessitats i drets de la ciutadania.

Una fiscalitat justa, progressiva i suficient és la millor via per acabar amb la desigualtat i complir els objectius i fins de la Constitució de benestar de la ciutadania. 

Però en el Regne d'Espanya és molt difícil ja que s'ha instal·lat entre nosaltres un regnat d'injustícia fiscal i de corrupció.

Parlar d'impostos és parlar de justícia distributiva. Justícia amb majúscules. La que respecta els drets de la gent, la qual assegura una vida digna a tots i totes. 

Hi ha justícia quan la ciutadania gaudeix dels seus drets. 

Des del dret a un habitatge digne a l'educació, a la salut, la protecció social ... Però perquè sigui possible cal pagar impostos i redistribuir el recaptat atenent necessitats i respectant drets. 

Cal pagar impostos ja que són els mitjans principals de l'Estat per obtenir ingressos. No pagar impostos debilita l'Estat i li impedeix complir la seva ineludible obligació d'atendre a la ciutadania.

Els enemics dels impostos (rics o amb vocació de ser-ho) pretenen que els impostos són una càrrega, nocius, i cal reduir-los. Fals. Pagar impostos és contribuir al fet que el país funcioni. Però hi ha organitzar el sistema d'impostos, la fiscalitat, que ha de ser justa, progressiva i suficient on tots i totes paguin segons la seva capacitat econòmica.
