Se mantiene, pues, el statu quo.

Ordinalidad, pero no a la práctica.
¿Qué recoge finalmente el informe? Una de las reclamaciones históricas de Catalunya es que el sistema de financiación se rija por el principio de ordinalidad, es decir, que las comunidades reciban según el mismo orden que aportan y no pase como ahora, queCatalunya es la tercera que más aporta, pero la décima que más recibe. El informe hace un intento de incluir la ordinalidad, pero acaba matizándolo. Según explican las mismas fuentes, la propuesta de modelo pasa por nivelar los recursos de todas las comunidades y dar más dinero a las que tienen más capacidad tributaria. Así, serían las comunidades más ricas las que más recibirían. Pero la propuesta incluye una cláusula de statu quo que prevé compensar las comunidades que de entrada perderían recursos respecto a la actual situación. Así pues, no habría cambios sustanciales.

Otra manera de neutralizar la ordinalidad es la propuesta que el comité de expertos prevé respecto al IVA. Se dejaría de repartir en función de la capacidad recaudatoria de cada comunidad y a partir de ahora se haría en función de la población ajustada. Esto significa que se contabilizará a partir de la población residente y, por tanto, las comunidades con más turismo no recibirán dinero en función de lo que realmente han recaudado. Este cambio es uno de los que han subsanado las Islas Baleares, que han recogido una propuesta alternativa con decenas de mejoras al documento de los expertos.

Eso quiere decir que Catalunya, que representa el 25% del turismo no percibirá nada por eso. Todo los males del turismo deberán ser sufragados por la Generalitat, no recibirá ninguna compensación por ello.
Además, si Catalunya recibía hasta ahora el 19% del IVA que reparte el gobierno (una cantidad proporcional al PIB pero no a la recaudación del impuesto en Catalunya que es del 24,5%), a partir de ahora recibirá el 16%.
Vuelvo a repetir, ese 16% es de la mitad que reparte el gobierno español, ya que la otra mitad se la queda entera para ella, por lo tanto, Catalunya representará que solo puede contar con el 8% del total cuando recauda el 24,5%. Eso representa una tercera parte...
A grosso modo quiere decir que de los 16.000 millones que recauda Catalunya solo se quedarán en territorio catalán poco más de 5.000 millones...
Iceta, Colau, Arrimadas y compañía, felices supongo...

Además, se prevé crear un IVA colegiado, que permitiría que las comunidades subieran este impuesto pero solo si se ponen de acuerdo por unanimidad, algo difícil porque algunas ya han avanzado que no quieren hacerlo. Además, también prevé fijar un mínimo y un máximo en el impuesto de sucesiones

El documento tampoco aborda que se repartan el dinero teniendo en cuenta el nivel de vida de cada comunidad, simplemente lo menciona como algo a tener en cuenta más adelante.

Reestructuración de la deuda
Otro de los temas más controvertidos es la posibilidad de condonar la deuda que las comunidades han contraído con el Estado a través de mecanismos como el fondo de liquidez autonómico (FLA). En este caso, el comité no prevé la posibilidad de establecer una quita, sino que se deja la puerta abierta a mejorar las condiciones a través de una reducción o de una reestructuración de la deuda.

Finalmente, ahora que había sobre la mesa la discusión del papel de las comunidades forales, el documento dejará claro el malestar del resto de comunidades con la negociación paralela para actualizar la cuota vasca. Una última muestra que cada uno ha optado por barrer para casa antes de que ofrecer cambios.

La encuesta tiene el peso que tiene, o sea ninguno, porque si fuera así no haría falta hacer elecciones y que los diputados se repartieran según el último sondeo de La Razón... O una media de todas...

Otro ejemplo es que Rajoy manda gracias a un 39,14% de apoyo. Hubo un 60% de los que votaron que no se lo dieron y deben tragar...

Es más, si como pretenden desde Madrid con la encuesta del CEO, contamos incluso a los que no votan (censo total), resulta que un 71% no le dio la confianza a Rajoy... Y si sumamos a toda la población de España, hay un 83% de la población que no apoyó a Rajoy...

Como siempre en democracia, solo cuentan los que hacen el esfuerzo de meter un sobre en una urna. Todo lo demás son elucubraciones...

2,91 es la valoración de Rajoy, y ahí lo tienen, llevando las riendas de España...
La gente considera que es un político nefasto pero no hace lo suficiente para echarlo.

Por eso, que haya -según el CEO- un 49,4% de contrarios a la independencia, no quiere decir mucho porque no sabemos sus motivos.
Incluso hay algunos (porque los hay) que no quieren la independencia porque consideran que Catalunya sería un estado burgués o seguiría en la UE.
En cambio, esa misma gente diría que quiere la independencia si va unida a una revolución y fuera del euro...
Y puede darse el caso que a la hora de votar el referéndum finalmente se decanten por el SÍ como primer paso para después conseguir un estado anticapitalista y asambleario.
Cuidado, también hay gente de orden que no quieren la independencia porque tienen miedo a que manden las izquierdas (como así será).

En fin, la única manera de saberlo es poner las urnas. Y aconsejo a los partidarios del NO que vayan a votar.
