After 17 years it would be time to review the charter of principles, adapt to today's world, with a list of agreed issues, such as climate change, wars, weapons, Speculator Finanza ... It is time that the WSF again be a impinges actor in the world.

Another world is possible: that was the trigger that love to those who fought against injustice and destruction of the planet and the World Social Forum became since 2001 and for several years a meeting of social movements opposing globalization neoliberal and was established as an alternative to the guidelines of the World Economic Forum in Davos voice. 

To influence those common values, to change the collective imagination over reality, he always needed to organize and have clear goals. 

But while horizontality and transparency is recited, there was always the temptation to become a franchise, deployed worldwide (and not just for the developing world), without clear common goals to overcome the temptation of eventismo .

Within the progressivism, there are colleagues who resist criticism of the reality of the WSF, perhaps because something that is genuinely defend their own history and criticism seems inconvenient for this time of so many frailties. There are some who say the permanent self-criticism is not always successful (which is the same as saying that sometimes it is).

Many have taken positions near the maxim that "a fortress under siege, criticism is betrayal" (all out for discussion are the principles), others are afraid of losing their sponsors. 

What should leave a debate it is the definition of what strategy to follow: continue within the WSF to introduce these debates as necessary, build another tool and in both cases, with whom. 

And besides, we live in full neocolonial offensive.

The principles

From several regions it is reported that the Brazilian committee never wanted to leave power in an abstract model anarchic perhaps based on the vision of Brazilian Catholic community base, without any relation to reality.

It does not seem normal for this FSM Salvador does not have the issue of climate change as a major axis, deeply felt by civil society. It seems that the issues are channeled by European and US NGOs interested in issues that are not urgent for our societies, but they have funding for your organization.

Upstairs in the structure of the WSF is the figure of Brazilian architect Francisco  Chico  Whitaker, short of horizontality since receiving the alternative Nobel Prize when the Forum was a reference point for those who wanted to change the world, faced with the few intellectuals shaft that They got the debate on the need for another possible, necessary, indispensable world.

The verse of horizontality is constantly contradicted by authoritarianism and manipulation from power structures (WSF), more enthusiastic in organizing events (everything is possible, there is no continuity or follow up on issues and debates) between convinced that giving the fight for the anticapitalist critical thinking.

When political movements began to approach the Forum, did his best to keep them away, with the excuse to avoid contamination. 

And our progressive presidents were not welcome. 

Not even their experiences, their doubts, their proposals, was used to discuss them. Moreover, the Brazilian group prevented the International Committee issued a statement against the impeachment of President Dilma Rousseff, which led to the coup-media-police-state business court. ¿Nor it defends democracy?

In the first forums, for example, the panel was organized on Utopia, with José Saramago, Eduardo Galeano, Federico Mayor and 60,000 participants, showed the need for debate, the battle of ideas in the cultural war against capitalism and neocolonial forces.

Personalities who gave life and prestige to the WSF today agree that it is in a deep crisis, as indicated by the figures and the lack of impact and enthusiasm, and insist on the need to give way to an always inclusive and transparent horizontality, but accepting that a minimum of organization and structure is necessary.

In more than three decades, the WSF ran dangers such as routinization, the NGO-ization, cooptation, bureaucratization, lack of participation of real movement, dispersion, infiltration, copamiento. This reality is confirmed. 

Amid the systemic crisis of capitalism, with a climatic, political, social, migratory, unprecedented food crisis, it is still committed to the vaunted horizontality that only benefits the single thought and inflexibility.

We are at the door of the effect of new technologies on the (over) life of workers and the economy, as well as false news ( fake news ), the posverdad and artificial intelligence, which calls for one new agenda, but managed from the south. All this and there was talk in 2001 in Porto Alegre ... Six years after the start, in 2007, in Belem do Pará the first collective exhibition of rejection was the crisis of capitalism and the need for a break with it.

Today growing debate behind closed doors between movementist "pure" (allies today one European social democracy and the Catholic Church) and social and political activists about the future of the WSF, on the relationship between anti-capitalist political parties and movements, links with governments progressive in the region.

Obviously, the WSF has lost weight and influence, perhaps because those social movements that led to our reformist government presidents, disappeared from the streets, because they too were co-opted (and bureaucratized) for tasks of government and demobilized movements.

Today many former altermundistas seek forums on topics of interest to American and European NGOs and fleeing pressing for the future of their own people, perhaps to keep the gym forista issues. 

We saw not long ago at the WTO meeting in Buenos Aires, where invisibilized the fight against the FTA between Mercosur and the European Union, among others.

Another World Social Forum is possible and necessary: ​​it only guarantees eventismo, the imposition of organizers of a franchise that follows the agendas of European and American NGOs, fragmentation, abandoning the battle of ideas, contempt and use of social and the ability to search and discuss, together, space and ways to continue the fight in other difficult circumstances, far more difficult than 17 years ago organizations.

Después de 17 años sería hora de rever la carta de principios, adaptarla al mundo de hoy, con un listado de temas consensuados, como el cambio climático, las guerras, las armas, la finanza especuladora… Es hora que el FSM vuelva a ser un actor que incida en el mundo.

Otro mundo es posible: ese fue el disparador que enamoró a quienes luchaban contra de la injusticia y la destrucción del planeta, y el Foro Social Mundial pasó a ser desde 2001 y por varios años un punto de encuentro de los movimientos sociales contrarios a la globalización neoliberal y se constituyó en voz alternativa a las directrices del Foro Económico Mundial de Davos. 

Para que influyera en esos valores comunes, para cambiar el imaginario colectivo sobre la realidad, siempre se necesitó de organización y de tener claras las metas. 

Pero mientras se recitaba horizontalidad y transparencia, siempre existió la tentación de que se convirtiera en una franquicia, desplegada por todo el mundo (y no solo por el mundo en desarrollo), sin metas comunes claras que superaran la tentación del eventismo.

Dentro del progresismo, hay compañeros que se resisten a las críticas a la realidad del FSM, quizá porque genuinamente defienden algo que es propio de su historia y la crítica les parece inconveniente para este momento de tantas flaquezas. Hay algunos que señalan que la autocrítica permanente no siempre es fructífera (que es lo mismo que decir que a veces sí lo es).

Muchos han tomado posturas cercanas a la máxima que dice que “en una fortaleza sitiada, la crítica es traición” (lo único fuera de debate son los principios), otros tienen temor de perder a sus patrocinantes. 

Lo que debiera salir de un debate es la definición de cuál es la estrategia a seguir: continuar dentro del FSM para introducir estos debates tan necesarios, construir otra herramienta y en ambos casos, con quién. 

Y, además, vivimos en plena ofensiva neocolonial.

Los principios

Desde varias regiones se denuncia que el comité brasileño nunca quiso dejar el poder en un modelo anárquico abstracto basado quizá en la visión de las comunidades de base católicas brasileñas, sin ninguna relación con la realidad. 

Y el Comité Internacional, de personalidades, siguió manejado por pequeños grupos y figuras que más allá del altermundismo, representan a ONG (algunas a sueldo), cada una de ellas con líneas y propósitos tan concretos como propios, y muchas veces apenas a sí mismos.

Después de 17 años sería hora de rever la carta de principios, adaptarla al mundo de hoy, con un listado de temas consensuados y sobre los cuales seguramente todos estén de acuerdo, como el cambio climático, las guerras, las armas, la finanza especuladora, las migraciones. Y es hora que el FSM vuelva a ser un actor que incida en el mundo.

¿O es que hay alguien que esté contra una declaración unívoca contra las guerras, contra la destrucción del planeta o contra la enorme desigualdad por la que ocho personas poseen la misma riqueza que 2.3 mil millones de personas?

No parece normal que este FSM de Salvador no tenga el tema del cambio climático como un eje importante, profundamente sentido por la sociedad civil. Pareciera que los temas vienen canalizados por ONG europeas y estadounidenses, interesados en temáticas que no son urgentes para nuestras sociedades, pero que cuentan con financiamiento para su organización.

Arriba, en la estructura del FSM está la figura del arquitecto brasileño Francisco Chico Whitaker, escaso de horizontalidad desde que recibió el Premio Nobel alternativo cuando el Foro era un punto de referencia para quienes querían cambiar al mundo, enfrentado a los pocos intelectuales de fuste que dieron el debate sobre la necesidad de otro mundo posible, necesario, imprescindible.

El verso de la horizontalidad se contradice permanentemente con el autoritarismo y la manipulación desde las estructuras del poder (del FSM), más entusiasmadas en organizar eventos (todo es eventual, no hay continuidad ni seguimiento de los temas y debates) entre convencidos, que dar la pelea por el pensamiento crítico anticapitalista.

Cuando los movimientos políticos comenzaron a acercarse al Foro, se hizo todo lo posible para alejarlos, con la excusa de evitar la contaminación. 

Y nuestros presidentes progresistas no fueron bienvenidos. 

Ni siquiera se aprovechó sus experiencias, sus dudas, sus propuestas, para debatirlas. Es más, el grupo brasileño impidió que el Comité Internacional emitiera un comunicado contra el juicio político a la presidenta Dilma Rousseff, que desembocó en el golpe de Estado judicial-mediático-policial-empresarial. ¿Tampoco se defiende la democracia?

En los primeros foros, por ejemplo, el panel que se organizó sobre la Utopía, con José Saramago, Eduardo Galeano, Federico Mayor y 60.000 participantes, demostró la necesidad del debate, de la batalla de ideas, en la guerra cultural contra el capitalismo y las fuerzas neocoloniales. 

Ya no están ni Saramago ni Galeano, y se fueron sin que se les pudiera sacar el jugo: no hubo ni siquiera un resumen del debate para socializarlo. ¿No había interés?

Hay que comprender que horizontalidad y organización no son dos valores opuestos. Los organizadores del FSM emiten un documento que defiende que haya centenares de paneles, y señalan que buscar integrarlos está en contra de la horizontalidad. Sin dudas, todos estos paneles son una prueba de la riqueza del debate, y también una fragmentación: cada uno sabe de su panel, pero no lo que se debate en otros paneles sobre el mismo tema… y menos aún sobre otros temas.

Las personalidades que dieron vida y prestigio al FSM hoy coinciden en que el mismo está en una profunda crisis, como indican las cifras y la falta de repercusión y entusiasmo, e insisten en la necesidad de dar paso a una horizontalidad siempre inclusiva y transparente, pero aceptando que es necesaria un mínimo de organización y estructuración.

La endogamia

El verso de la horizontalidad choca con la necesidad de información y también de comunicación (y así ha sido también en el Comité Internacional que creyó que eso era tarea de periodistas). Desde el comienzo del proceso se insistió (desde los medios alternativos) en la necesidad de que se crearan instrumentos para compartir con los que no venían, porque compartir es una responsabilidad colectiva e individual de los que quieren y luchan por un mundo diferente.

Y el FSM fue quedando con iniciativas endogámicas: de cada Foro no llegó nada de las experiencias al resto del mundo. 

Sería simple consensuar reglas que respeten los organizadores de paneles: nombrar un relator, que al final del panel entregue un resumen del debate y de sus conclusiones, para que puedan compartirse. Hoy los medios electrónicos hacen posible lo que hace 17 años era impensable.

Sería útil que los que no están (en el panel) puedan reflexionar y compartir, lo que no tiene nada que ver con la tan mentada horizontalidad, sino en l ineludible necesidad de coordinar las luchas. El diseño del FSM es facilitador de la fragmentación, de que cada panel crea que lo más importante es su lucha y no la que dio origen al mismo, la necesidad de inventar un mundo diferente, justo, equitativo, de paz, de respeto a la naturaleza.

El diseño es para que cada grupo coordine consigo mismo, atentatorio contra la misma filosofía del FSM. Como decía Galeano en los setenta, mientras algunos hacen la revolución, Brigitte Bardot lucha en defensa de las ballenas azules…

En más de tres lustros, el FSM corrió los peligros como la rutinización, la oenegización, la cooptación, la burocratización, la falta de participación de movimientos reales, la dispersión, la infiltración, el copamiento. Y esta realidad lo confirma. 

En medio de la crisis sistémica del capitalismo, con una crisis climática, política, social, migratoria, alimentaria sin precedentes, se sigue apostando a la tan mentada horizontalidad que solo beneficia al pensamiento único y al inmovilismo.

Estamos a la puerta del efecto de las nuevas tecnologías en la (sobre) vida de los trabajadores y la economía, así como las noticias falsas (fake news), la posverdad y la inteligencia artificial, lo que hace necesaria un nueva agenda, pero manejada desde el sur. De todo esto ni se hablaba en 2001 en Porto Alegre… Seis años después del inicio, en 2007, en Belem do Pará se vio la primera muestra colectiva de rechazo a la crisis del capitalismo y la necesidad de una ruptura con el mismo.

Hoy crece el debate puertas adentro entre movimentistas “puros” (aliados hoy unos a la socialdemocracia europea y a la Iglesia católica) y militantes sociales y políticos sobre el futuro del FSM, sobre la relación entre partidos políticos anticapitalistas y movimientos, sobre los vínculos con gobiernos progresistas de la región.

Obviamente, el FSM ha perdido peso e influencia, quizá porque aquellos movimientos sociales que llevaron a nuestros presidentes reformistas al gobierno, desaparecieron de las calles, porque también ellos fueron cooptados (y burocratizados) para tareas del gobierno y los movimientos desmovilizados.

Hoy muchos otrora altermundistas buscan foros sobre temas que tienen interés para ONG europeas y estadounidenses y huyen de los temas acuciantes para el futuro de su propia gente, quizá para no perder la gimnasia forista. 

Lo vimos no hace mucho en la reunión de la OMC en Buenos Aires, donde invisibilizaron la lucha contra el TLC entre el Mercosur y la Unión Europea, entre otros temas.

Otro Foro Social Mundial es posible y necesario: éste sólo garantiza el eventismo, la imposición de organizadores de una franquicia que sigue las agendas de las ONG europeas y estadounidenses, la fragmentación, el abandono de la batalla de las ideas, el desprecio y utilización de las organizaciones sociales y de la posibilidad de buscar y debatir, juntos, espacios y formas de seguir la lucha en circunstancias por demás difíciles, muchos más difíciles que hace 17 años.

No se trata de destruir nada, sino transformarlo para que nuevamente entusiasme a los luchadores sociales, para que termine el inmovilismo. El desafío es saber hacia dónde caminar, con quién caminar. No soportamos la verdad única: el debate siempre es enriquecedor, para todos. Hoy no hay camino, pero decía Antonio Machado (que nada sabía de foros pero sí de lucha): Caminante son tus huellas, el camino y nada más / Caminante, no hay camino, se hace camino al andar.
