Las razones de la debacle del Banco Popular vienen de lejos, pero la causa más inmediata de su intervención en la pasada madrugada del 6 al 7 de junio fue la fuga masiva de depósitos que sufría en los últimos meses y que le llevó a estar a un paso de la quiebra y la suspensión de pagos. La magnitud de esa sangría fue tal que el Santander, que compró la entidad aquella noche por un euro a las autoridades, tuvo que inyectarle de urgencia 13.000 millones de euros de liquidez para que las oficinas abriesen por la mañana y los clientes pudieran seguir operando con normalidad con su dinero.

Según han explicado fuentes del mercado a este diario, la desconfianza de los clientes provocó que el banco entonces presidido por Emilio Saracho perdiese cerca de 18.000 millones de euros en recursos de clientes (depósitos y cuentas corrientes y de ahorro, principalmente), en torno a un 24% del total, en los apenas algo más de dos meses que van desde el cierre en marzo de sus cuentas del primer trimestre y la intervención. Solo en los tres días anteriores a que las autoridades actuasen, el miedo llevó a los clientes a retirar 6.000 millones, a razón de unos 2.000 millones diarios

Para hacerse una idea de la magnitud del agujero de liquidez que estaba sufriendo la entidad, cabe recordar que entre enero y marzo había sufrido una salida de depósitos de 799 millones de euros, hasta los 77.346 millones. En el sector financiero se suele decir que los problemas de solvencia constituyen una enfermedad grave y lenta, pero suelen provocar finalmente crisis de liquidez que causan la muerte de las entidades de forma fulminante. Y eso fue precisamente lo que le sucedió al Popular.

DEMANDA PREPARADA

La situación era tan desesperada que su consejo de administración, según explican las fuentes, tenía preparada la demanda de concurso de acreedores para presentarla a primera hora de la mañana del día 7 en los juzgados como último recurso, del que no tuvo que echar mano gracias a la actuación de las autoridades y la venta al Santander. Incluso tenía preparada una guía para que sus empleados pudieran explicar la situación. La declaración de concurso hubiera supuesto que las oficinas no abriesen y que los ahorros de los clientes sufrieran un 'corralito'.

De los 60.347 millones de euros en depósitos que le quedaban a la entidad, 35.410 millones (de los que 30.725 millones eran de particulares y 3.500 millones de pymes) estaban garantizados por ser inferiores a 100.000 euros. Sin embargo, el Fondo de Garantía de Depósitos no tiene dinero suficiente para cubrirlos, con lo que los clientes hubieran visto su dinero bloqueado y lo habrían ido recuperando poco a poco, a medida que el banco fuera vendiendo sus activos o las autoridades obligaran al sector a hacer una derrama excepcional al Fondo.

El ministro de Economía, Luis de Guindos, ya advirtió hace unos días en el Congreso que el concurso hubiera provocado una "situación absolutamente caótica e inasumible" para los clientes, pero también para el conjunto de la economía española porque hubiera contagiado de temor a los clientes de otros bancos. Tras la compra por parte del Santander, la situación de los depósitos se estabilizó. En un primer momento, se produjeron algunas salidas de grandes clientes institucionales que habían dado las órdenes los días anteriores, pero unos días después ya se produjeron entradas netas.

El BBVA se retiró de la subasta en torno a las 23h

El BBVA fue, con el Santander, el único banco que aceptó firmar el acuerdo de confidencialidad para acceder a la información del Popular (‘data room’) que ofrecían las autoridades europeas (el Mecanismo Único de Resolución, MUR, y en su nombre el español Fondo de Reestructuración Ordenada Bancaria, FROB) a los potenciales interesados en el Popular. Sin embargo, la entidad presidida por Francisco González se retiró del proceso en torno a las 11 de la noche sin presentar oferta, según fuentes del mercado.

A mediados de mayo, unas tres semanas antes de la intervención, el MUR contrató a Deloitte para que le asesorase sobre la situación del Popular. La auditora destinó a ese fin unos 60 empleados, que calcularon que el banco tenía un valor negativo de entre 2.000 y 8.200 millones de euros según se emplease un escenario de evolución neutro o adverso. El Gobierno y despachos de abogados como Cremades y Calvo Sotelo (que este lunes ha reunido a 160 afectados en el Colegio de Abogados de Barcelona) han pedido que su informe se haga público.
