Los acuerdos: el falso aislamiento de Venezuela y de su industria petrolera

Son varios los actores dispuestos a jugar en la arena petrolera venezolana, y no son pocos los acuerdos de producción, refinación, exportación de crudo e importación de materiales industriales que Pdvsa ha llevado a cabo en 2017.

• Venezuela asumió este año la presidencia de la Asociación de Estados Caribeños. En marzo se celebró la I Conferencia de Cooperación de ese organismo, en la que Petrocaribe aprovechó para afianzar las relaciones de cooperación con los países miembros. Alexander Yánez, secretario ejecutivo de Petrocaribe, dijo en aquella oportunidad que "si bien el brazo de apalancamiento de cooperación, complementariedad y solidaridad es el petróleo, es fundamental el desarrollo de la matriz social, la diversificación económica y lo cultural".
• Rosneft, en abril, hizo un pago anticipado a Pdvsa de 1 mil millón de dólares para futuros suministros petroleros luego de que Igor Sechin, CEO de la empresa rusa dijera que sus planes de inversión en la industria petrolera de Venezuela se sostendrían.
• El entonces ministro venezolano Nelson Martínez voló a la República Islámica de Irán en abril de este año para reunirse con el ministro de Petróleo de ese país, Biyán Namdar Zangané. Informóque durante el encuentro con su par iraní conversaron sobre la Cumbre de Jefes de Estado de países productores de la Organización de Países Exportadores de Petróleo (OPEP) y no OPEP propuesta por el presidente Nicolás Maduro, además de afianzar los compromisos en materia energética.

• En junio, la máxima estatal energética venezolana firmó un nuevo acuerdo con la empresa rusa Rosneft para la conformación de una nueva empresa mixta en Anzoátegui, llamada Perforosven. • El Gobierno Bolivariano firmó en julio un memorando de entendimiento con la Empresa Horizontal Well Drillings (HWD Production LLC), cuyo proyecto consiste en "perforar alrededor de 200 pozos nuevos en la Faja Petrolífera del Orinoco para así incrementar la producción en 150 mil barriles en tres años", según la de la estatal venezolana, que concluiría con la creación de una empresa mixta.
• A pesar del asedio a Venezuela, el vicepresidente de Shell del área de gas para Suramérica y África, Mounir Bouaziz, destacó que la empresa angloholandesa "tiene muchos motivos para participar en proyectos con Venezuela y que el país posee un posicionamiento único tanto en términos de reservas como en su ubicación geográfica, la cual permite la distribución a la zona del Caribe, Europa y Asia". Esto lo dijo en reunión con Nelson Martínez, ahora presidente de Pdvsa, en agosto reciente.
• Martínez, en calidad de ministro, también se reunió en agosto "con Benoit de la Fouchardiere, CEO de la empresa (francesa) Perenco, y su gerente general, Nicolás Serre, para evaluar la participación de la mencionada empresa en la industria petrolera venezolana, a través de las empresas mixtas Petrowarao y Baripetrol. En nota de prensa también se asomó la posibilidad de creación de una empresa mixta con Petroquímica de Venezuela, S.A. (Pequiven) para la producción de gas, también en el estado Zulia.
• Otra petrolera francesa, Total, ya posee inversiones en Venezuela bajo la modalidad de empresa mixta, de nombre Petrocedeño, y busca junto con Pdvsa el incremento de la producción y la incorporación de mayor tecnología. Además se planteó mayor participación en proyectos de crudo pesado en Petrocedeño y en el Campo Yucal Placer (estado Guárico) en el área gasífero. La reunión entre Nelson Martínez y el vicepresidente senior para América de la mencionada empresa petrolera, Michel Hourcard, se dio en agosto.
• Los presidentes de Pdvsa y de la rusa Rosneft sostuvieron un encuentro en el Distrito Morichal del estado Monagas en el marco de una asamblea con trabajadores de la industria petrolera en agosto pasado, donde revisaron los avances de los proyectos energéticos que se desarrollan en las empresas mixtas Petromonagas y Petrovictoria, de las Divisiones Carabobo y Mejoramiento de la Faja Petrolífera del Orinoco Hugo Chávez. Entre ambas compañías se producen más de 500 mil barriles por día. Se habló de la expansión de los proyectos de Petromonagas y la implementación de un Plan Operativo Estratégico de Petrovictoria.
• Pdvsa también informó en el mismo mes que entre el nuevo ministro de Petróleo, Eulogio Del Pino, y el embajador de Rusia en Venezuela, Vladimir Zaemskiy, "se revisaron desde el punto de vista estratégico los planes de inversiones conjuntas referidos a las diferentes empresas rusas en el país. La reunión incluyó la revisión de los planes de producción e inversión en la empresa mixta Petrozamora, donde Gazprombank es socio con 40% de participación. Por ello, en la reunión participó, Igor Gitman, director de Negocios de Gazprombank y con quien se definieron acciones que garantizarán el cumplimiento del plan de desarrollo de esta empresa mixta". Además "se discutieron temas relacionados con el próximo Comité de Monitoreo y Coordinación Ministerial de países de la Organización de países exportadores de petróleo (OPEP) y No OPEP, el cual tendrá lugar en Viena, Austria, el próximo 22 de septiembre" para empujar una estrategia de recuperación de los precios petroleros.
• "Como parte de una mesa de trabajo celebrada por la Comisión Mixta de Alto Nivel China-Venezuela se acordó el seguimiento de toda la cartera de inversión conjunta, desde el punto de la comercialización de productos desde Venezuela hacia la nación asiática; así como estratégicos acuerdos de cooperación en materia petrolera y otros espacios de oportunidad que se perfilan entre ambas naciones", informó la estatal venezolana. La ampliación de la participación de China en la empresa mixta Sinovensa, que opera en la Faja Petrolífera del Orinoco Hugo Chávez, es prácticamente un hecho. Explicó que la revisión periódica de acuerdos "viene acompañada de visitas a las áreas operativas para monitorear los procesos en vivo y hacer seguimiento a la buena marcha de los proyectos de inversión, apalancados por el Banco de Desarrollo de China". Nelson Martínez, presidente de Pdvsa, destacó la importancia de "los beneficios de estos acuerdos de cooperación que no sólo se cuantifican en términos económicos; sino que además se ven reflejados por el crecimiento en el campo tecnológico. El aporte de estas compañías chinas en el país se ve reflejado en el alto nivel de tecnificación que vienen adquiriendo nuestros trabajadores: es en gran medida una inversión invalorable a futuro en términos de potencial humano".
• La petrolera nacional informó el 5 de septiembre que el presidente Nicolás Maduro sostuvo un encuentro de trabajo con el presidente de Chevron para América y África, Clay Neff, y con Alí Moshiri, asesor del CEO de Chevron, "con la finalidad de explorar mecanismos que permitan continuar la relación" entre Pdvsa y la compañía estadounidense "ante el bloqueo decretado por el gobierno de Estados Unidos contra las operaciones financieras de las empresas conjuntas que tienen en Venezuela".

Los acuerdos reseñados desmontan el mito de que Venezuela se encuentra aislada. 

Los acuerdos con este nuevo bloque internacional van unidos a la inversión industrial que se lleva a cabo en la Refinería Puerto La Cruz,en el estado Anzoátegui, con el fin de optimizar y ampliar el procesamiento de las reservas de crudo pesado y extrapesado de laFaja Petrolífera del Orinoco.

Este proyecto tiene por nombre Conversión Profunda, cuyos mayores inversionistas extranjeros son la japonesa Hyundai Engineering & Construction y la china Wison Engineering. 

Dong Hua, vicepresidente de Wison, afirmó que "la importación de crudo desde Venezuela ocupa 10% de toda la importación de China. Nuestra demanda se está incrementando diariamente. 

Wison es una empresa que se encuentra preparada para seguir invirtiendo en Venezuela por largo tiempo".

Wison también participaría en el procesamiento de gas en el oriente de Venezuela a través del acceso a los fondos de financiamientos asiáticos (Banco de Desarrollo de China y Banco Asiático de Infraestructura), en aras de potenciar la producción de hidrocarburos y gas en la región latinocaribeña.
