Umarov said that the flow of foreign fighters into Iraq and Syria "appears to be weakening as aresult of the strengthening of security measures implemented by the international community and military pressure".
However, now the main threat comes precisely from the jihadists who leave conflict zones and return to their home countries or are transferred to other regions, especially to Southeast Asia and Western and Eastern Africa.
The diplomat also stressed that the sanctions imposed by the UN, aimed at undermining the financing of EI, have begun to take effect in the coffers of the extremist organization.
"These measures have specially affected trade in antiquities illegally removed from Iraq and Syria , " he said, adding that the Sanctions Committee continues toupdate the blacklist of people and organizations linked to terrorist groups.
